Construction Surveillance Technician
U.S. Citizen with an active TS/Sensitive Compartmental Information (SCI) clearance is required. The Construction Surveillance Technician (CST) provides essential security support at job sites, ensuring compliance with Intelligence Community Directive (ICD) 705 requirements. The CST is responsible for maintaining security of construction areas, monitoring personnel, and documenting progress for secure spaces, identifying and reporting security issues to protect secure facilities during construction.
Key Responsibilities- Assist in maintaining the security of the construction site by validating personnel access and ensuring compliance with ICD 705 requirements for secure areas.
- Implement screening and inspection procedures for construction personnel and materials, coordinating with the site security monitor to ensure secure spaces are cleared and secured before departure.
- Draft, maintain, and electronically file daily construction surveillance reports and photographs, ensuring compliance with ICD 705 standards for the security accreditation process.
- Document construction materials used prior to installation, including make/model of items such as sound attenuation blankets, man bars, RF foil, etc.
- Install or apply TEMPEST countermeasures (e.g., radio frequency shielding).
- Identify and report any security concerns or potential issues related to the construction of secure facilities.
- Work closely with the user’s security team to ensure the site remains compliant with security protocols and regulations.
- Perform other job‑related duties as assigned.
Estimated starting salary range: $110,000 to $115,000 per year, pay commensurate with experience. Full‑time benefits include medical, dental, vision, 401(k), and other benefits as provided. Benefits are subject to change with or without notice.
Required Experience, Education, and Skills- High school diploma or equivalent.
- Minimum of 3 years’ experience in at least one of the following areas:
- Construction security surveillance
- Technical surveillance countermeasures
- Industrial or government security involving counterintelligence
- Construction quality assurance
- Supervisory construction experience
- Knowledge of ICD 705 requirements.
- Working knowledge of building and construction crafts.
- Proficiency in the use of photography, computers, and MS Office products (Word, Excel, Outlook).
- Preferred:
Completion of OSHA 10‑Hour Safety Course, government‑approved Construction Surveillance Technician course, and ICD 705 training. - Preferred:
Security experience related to Special Access Program Facility (SAPF) or Sensitive Compartmented Information Facility (SCIF) construction. - Preferred:
Experience with AFCEC, USACE, NAVFAC, or DOS construction processes. - Preferred:
Experience with DoD/MILCON construction projects. - Must pass pre‑employment qualifications of Cherokee Federal.
