Regulatory Compliance Specialist, Construction Manager/ Foreman, Site Manager
The Senior Superintendent in the Clark Water Group oversees all field operations on a project to ensure that self-performed and subcontracted trade work is in compliance with contract documents and the project schedule. Senior Superintendents also implement and enforce safety and quality control policies among Clark employees and subcontractors.
Responsibilities- Supervise the timely and cost‑effective installation of the contracted work of either (1) the total project or, due to size, scale and complexity, (2) a particular scope(s), subcontractor(s), or other portion(s) of the project.
- Provide on‑the‑job training opportunities for Assistant Superintendents and Project/Office Engineers.
- Encourage and/or participate in staff training and development.
- Develop a plan for the sequence of work.
- Develop and update the project schedule monthly in accordance with contract documents.
- Plan and organize project work to assure all work is in place in accordance with contract documents.
- Maintain working knowledge of owner contract, subcontracts and purchase orders.
- Know the scheduled delivery dates for all critical‑path material and equipment.
- Maintain the submittal schedule.
- Control field costs for Clark and subcontract work.
- Supervise field workforce to assure all work is put in place in the most cost‑efficient manner.
- Schedule and monitor field productivity.
- Have good working knowledge of equipment.
- Implement and maintain the safety program, conducting regular safety inspections to assure compliance with company, contract and government standards.
- Take remedial action when required.
- Implement the company’s safety policies and procedures and corporate QC policies and programs.
- Assist in resolution of scope conflicts.
- Participate in project management functions.
- Assure punch list is completed in a timely manner.
- Participate in marketing proposals and presentations.
- Undergraduate degree in engineering, architecture, construction management or a related discipline, or relevant experience.
- 8‑10+ years of water/wastewater construction experience with a large‑scale commercial contractor or equivalent industry experience with increasing levels of responsibility.
- Experience building federal or government projects successfully from start to finish.
- In‑depth knowledge of the construction process, including scheduling, contract administration, equipment, manpower, etc.
- Demonstrated ability to lead field operations.
- Working knowledge of applicable regulations (e.g., OSHA).

This is an active, hands‑on role. You will be on your feet frequently, navigating job sites with uneven terrain, stairs, ladders and hoists. The role is physically demanding, requiring a full range of motion, including bending, kneeling and reaching. You may need to lift and carry materials up to 25 pounds, occasionally up to 50 pounds. The role also involves desk time for computer work, document review and meetings.
WorkEnvironment
Most of your time will be spent on active construction sites, exposed to varying weather, moderate to loud noise levels and elevated or confined work areas with moving mechanical equipment. Periodic office work will involve moderate noise levels. Your safety is our priority; you will be expected to follow Clark Construction’s safety policies, all applicable laws and government regulations at all locations.
