Position: Construction Inspector I/II - Senior Construction Inspector (DOQ)

Overview

The City of Hanford is seeking to fill one vacancy in the Utilities and Engineering Department. The salary and appointment level will depend on qualifications (DOQ).

Salary Levels
  • Construction Inspector I: $5,215 - $6,339/month
  • Construction Inspector II: $5,761 - $7,003/month
  • Senior Construction Inspector: $6,960 - $8,460/month
Position Descriptions
  • Construction Inspector I:
    This entry-level class in the Construction Inspector technical series. Positions typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The I level is distinguished from the II level by doing a full range of duties and progressing to general supervision as procedures are learned.
  • Construction Inspector II:
    This journey-level class in the Construction Inspector technical series, distinguished from the I level by the full range of duties. Employees receive only occasional instruction or assistance for new or unusual situations and are normally filled by advancement from the I level. Positions are flexibly staffed.
  • Senior Construction Inspector:
    Under general supervision, performs complex and specialized public works inspection duties; organizes, assigns, guides, and reviews inspection staff and contract personnel; oversees encroachment permits and utility locating services; ensures compliance with city standards, approved plans, specifications, and safety regulations for public works and capital improvement projects; serves as liaison among city staff, contractors, developers, and the public; and performs related duties as assigned.
Examples

Of Essential Duties
  • Review construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
  • Conduct on-site inspections of construction materials, grade elevations, underground facilities, safety precautions, water, sewer, and storm systems, asphalt, concrete, and other structures and equipment to determine compliance with contract plans and specifications and with City and governmental regulations.
  • Perform topographical survey work; make field measurements.
  • Conduct traffic and pedestrian studies.
  • Perform and/or coordinate testing for compaction and bacterial content.
  • Monitor correction of project deficiencies.
  • Maintain current knowledge of and enforce Americans with Disabilities Act (ADA) regulations.
  • Prepare reports related to construction project activities; maintain balance of quantities for Capital Improvement Projects (CIPs).
  • Build and maintain positive working relationships with co-workers, City employees, and the public; promote customer service.
  • Foster an environment that embraces diversity, integrity, trust, and respect.
  • Be an integral team player, requiring flexibility, cooperation, and communication.
Senior Construction Inspector Duties
  • Lead and coordinate inspection teams on capital improvement and private development projects.
  • Inspect public works and utility construction aspects; review plans to ensure compliance with standards, regulations, and best practices.
  • Review materials for conformance; identify faulty materials/workmanship; document compliance.
  • Interpret and apply plans and specifications, codes, rules, and regulations; issue stop-work orders as needed.
  • Oversee preparation of as-built records and drawings; monitor site safety and traffic control measures.
  • Approve and review SWPPPs and ensure NPDES compliance.
  • Utilize permit inspection software for detailed records and project documentation.
  • Prepare bid item quantities for monthly reporting of work completed and payments to contractors.
  • Review and authorize change orders, claims, and progress payments; track project progress; prepare and maintain inspection reports and punch lists for final acceptance.
  • Lead pre-construction meetings, change order reviews, and final walkthroughs; respond to inquiries and act as liaison among departments, contractors, and the public.
  • Train, supervise, and provide technical guidance to inspection personnel.
Minimum Qualifications
  • Construction Inspector I
  • Knowledge Of: surveying and construction staking; standard construction methods and materials; mathematics through plane geometry and trigonometry; materials testing.
  • Ability To: perform field inspections; analyze and interpret technical information; read maps; communicate effectively; maintain safety; use office equipment and software; maintain attendance and meet schedule requirements.
  • Experience and Education
    • Experience:

      Some experience in a field related to street/highway construction is desirable.
    • Education:

      Equivalent to the completion of the twelfth grade.
    • License:
      Possession, or ability to obtain, a California driver's license.
  • Construction Inspector II
  • In addition to I: knowledge of topographical surveying equipment; asphalt paving; soil types; OSHA standards; DOT traffic control devices; traffic control and safety; utility systems.
