Recruitment Incentives
Signing Bonus
: A one‑time signing bonus of $10,343 for qualified lateral and/or experienced candidates. Candidates may choose between an immediate payment option (paid in 2 installments) or a deferred payment option.
Vacation Accrual
:
Forty (40) hours of vacation leave will be credited upon appointment.
Receives administrative direction from the Finance Director. May also receive direction from the City Manager as assigned.
Exercises general and direct supervision over assigned professional, technical, and administrative support staff. Duties may include, but are not limited to, the following:
- Develop and implement division goals, objectives, policies, and procedures.
- Develop and implement long‑range strategic technology plans, technology standards, and policies that support City operations, service delivery, cybersecurity, and organizational objectives.
- Plan, organize, and direct information technology activities, including evaluation and implementation of system enhancements or modifications.
- Direct and oversee the City’s technology infrastructure, including servers, networks, telecommunications systems, cloud services, enterprise applications, cybersecurity systems, and end‑user computing environments.
- Direct and oversee the City’s cybersecurity program, including risk assessments, vulnerability management, security awareness training, incident response activities, disaster recovery planning, and business continuity initiatives.
- Direct and support technology systems critical to public safety operations, including law enforcement, emergency communications, emergency operations, security systems, mobile computing, records management systems, computer‑aided dispatch interfaces, and other public safety technologies as assigned.
- Direct and support video surveillance, access control, and related physical security technology systems; coordinate implementation, maintenance, upgrades, system integration, and operational support to enhance public safety and facility security.
- Plan, coordinate, maintain, and support technology systems utilized for emergency management, disaster response, continuity of operations, and Emergency Operations Center (EOC) activities, including communications systems, network connectivity, incident management technologies, situational awareness tools, and related emergency response technologies.
- Ensure the availability, reliability, security, and continuity of critical City technology systems supporting public safety, emergency response, and continuity of operations.
- Direct, oversee, and participate in the development of the information technology work plan; review and evaluate work products, methods, and procedures.
- Establish and maintain citywide technology standards, policies, procedures, and governance practices for hardware, software, telecommunications, cybersecurity, and information systems.
- Evaluate emerging technologies, including artificial intelligence (AI), automation, and data‑driven solutions; develop recommendations, standards, policies, and governance practices to support secure, effective, and responsible implementation of technology solutions throughout the organization.
- Prepare the information technology budget; assist with budget implementation; participate in forecasting additional funds needed for equipment, materials, and supplies; administer the approved budget.
- Develop technology capital improvement plans and multi‑year replacement schedules for hardware, software, network infrastructure, and related technology assets.
- Direct procurement, evaluation, negotiation, and administration of technology‑related contracts, software licensing agreements, maintenance agreements, professional services contracts, and vendor relationships.
- Develop and administer requests for proposals (RFP), requests for qualifications (RFQ), and other technology procurement documents.
- Participate in emergency preparedness, emergency operations, disaster recovery, and continuity of operations activities; provide technical leadership and support during emergency incidents, disasters, and Emergency Operations Center activations.
