Key Responsibilities
- Provide leadership and direction for assigned TIF-related infrastructure projects.
- Ensure all projects align with Village priorities, policies, and development goals.
- Monitor project performance, timelines, budgets, and deliverables.
- Lead project initiation phases including project scoping, feasibility studies, and planning assessments.
- Identify risks, constraints, and opportunities during early development stages.
- Develop project frameworks to guide successful execution.
- Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
- Oversee the full municipal procurement lifecycle, ensuring compliance with applicable laws and regulations.
- Evaluate proposals, support selection processes, and recommend vendor awards.
- Source, onboard, and manage external consultants, engineering firms, and professional service providers.
- Act as the primary liaison between the Village and third-party stakeholders.
- Ensure quality, accountability, and timely delivery from all vendors.
- Serve as the Owner’s Representative across multiple capital improvement or infrastructure projects.
- Coordinate cross-functional teams including Village staff, consultants, and contractors.
- Drive project milestones and ensure seamless communication across all stakeholders.
- Bachelor’s degree in civil engineering, Community Development, Urban Planning, Project Management, or related field (Master’s preferred).
- 10+ years of professional experience in infrastructure projects, public works, or community development.
- Proven experience working in both Public-sector (municipal/government roles) and Private-sector consulting or engineering firms.
- Strong knowledge of municipal/government procurement processes (mandatory and most critical requirement).
- Demonstrated experience managing the RFP/RFQ lifecycle.
- In-depth understanding of public funding programs, including TIF projects.
- Professional certifications such as:
- PMP (Project Management Professional)
- Familiarity with Illinois municipal regulations and procurement laws.
