Under the general direction of the Parks and Recreation Director, the Assistant Parks and Recreation Director is responsible for the daily management and operations of the Department including, but not limited to, planning, marketing, personnel, budgeting, purchasing, maintenance, safety, and programming. The Assistant position works with all department personnel in developing short- and long-range planning for a comprehensive program delivery system, updating the Parks and Recreation Master Plan, Trails Master Plan, and provides support for the development of the City’s Comprehensive Plan.

The Assistant position networks with citizens and other outside agencies, firms and contractors in project development. Considerable independent professional judgment and decision making is used in the development and management of departmental tasks and programs. Performance is evaluated based on results achieved.

Works closely with the director and staff to establish priorities, policies and strategic direction and takes an active leadership role in furthering the strategic initiatives of the department.

Plans, develops and supervises Departmental training programs for all staff and recommends continuing training for the professional staff to the Director.

Provides effective leadership, direction and vision in the comprehensive development of the Department’s overall plan of programs and services and directs the professional staff in the delivery of these programs and services.

Assists the director in hiring, training and evaluation of division staff, including delegating and prioritizing work. Mentors and provides coaching for employee development, growth and works to correct deficiencies.

Develops and maintains open and effective communications with program staff and other administrative personnel to ensure proper coordination and communication of departmental tasks, programming and activities.

Handles day to day operations, to include leave time, approving hours, staff issues, daily goals, dealing with customers (disgruntled), de-escalation, community service, etc.

Prepares and supervises the preparation of complex comprehensive public and administrative reports (e.g., unit production and cost statistics, activity reports).

Directs staff responsible for developing, organizing, and administering citywide specialized maintenance and special programs.

Assists with long-range planning including developing and updating the Parks and Recreation Master Plan, Trails Master Plan, and provides support for the development of the City’s Comprehensive Plan.

Monitors contractors’ performance on Parks Maintenance Contracts to ensure work is being performed in a timely fashion and in compliance with City Contracts.

Assists the Director with the research, preparation, writing and administration of grants to support capital projects, administration and other department initiatives.

Identifies areas for organizational improvement and initiates changes to improve organizational efficiency; analyzes problems raised by the general public, other city departments and departmental staff to determine the nature and scope of the problem.

Supervises all department operations including recreation services, aquatics, athletics, tu salud si cuenta program, tennis and park maintenance.

Assists in amendments/adjustments, purchases, funding allocation and planning for future budgetary needs.

Plans, prepares, and manages division budgets and budget requests and controls expenditures allotted.

Works directly with City staff program coordinators (Athletics, Aquatics, Recreation), other departments (Health, CVB, Library, DID, etc.) and outside organizations (Bicycle World, Foot-works, etc.) to assist in the planning of, retrieval of resources, and execution of various City sponsored, and non-City sponsored events.

Works on various Reports for current and future projects throughout our departments.

Provides status updates for our Advisory Boards and City Administration such as Monthly reports, PowerPoint presentations, and Excel Spreadsheets.

Drives by, walks, inspects, and creates work orders for preventive and emergency maintenance throughout all of our (20) Parks sites, (40) Canal Banks and right away, Loop 499, Spur 54 and 15+miles of trail.

Monitors contract renewals and performance with Adult and Youth Leagues to ensure compliance with the terms and conditions of executed agreements.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Performs other duties as assigned.

Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
