Water Hygiene Compliance Officer

We are supporting a respected Local Athority in recruiting an interim Water Hygiene Compliance Officer on a 6-12‑month basis.
This organisation is committed to improving housing standards and delivering high‑quality services to its residents. They are seeking a skilled and motivated professional to join the Compliance team and support the ongoing delivery of safe, well‑maintained homes.
This role will involve a balance of on‑site work and office‑based activity, so flexibility is key. The ideal candidate will be well‑organised, technically strong, and confident in managing their workload effectively to deliver excellent service.
The RoleWorking within a busy Housing & Property Operations environment, you will provide an accurate and efficient assurance service across a wide range of built assets.
Responsibilities include:
- Conducting site surveys, quality inspections, and technical assessments
- Producing specifications and schedules of work
- Preparing clear and detailed reports
- Overseeing hot and cold-water systems, planned maintenance, and refurbishment programmes across both housing and non‑housing stock
- Support the development and implementation of the organisation's Water Hygiene Improvement Plan
- Assist senior compliance leads with operational and strategic duties
- Contribute to technical guidance and compliance position statements
- Build and maintain strong working relationships with contractors, residents, and internal teams
- Promote and support a culture of planned and preventative maintenance (PPM)
- Carry out surveys of hot and cold-water systems
- Evaluate risk assessments, lifecycle conditions, and performance of mechanical installations
- Design mechanical installations, including specifications and material standards
- Monitor, update and maintain real‑time compliance KPI data
- Manage the Legionella Risk Assessment and written scheme programme
- Strong working knowledge of the Health and Safety at Work Act 1974
- Level 2-3 plumbing qualifications
- BOHS P901, HABC Level 2 Legionella Awareness, or equivalent experience
- Experience working within the social housing or local authority environment
- Strong commercial awareness and understanding of compliance frameworks
- Good knowledge of performance and project management
- Proficient in Microsoft Outlook, Teams and general IT systems
- Excellent communication skills with the ability to explain technical issues clearly
- Up‑to‑date understanding of legislation, compliance standards, and safety requirements
- Experience managing remedial works and technical issues
- Legionella risk assessments and written schemes
- Water hygiene protocols
- Understanding of heat networks and heat metering
- Asbestos awareness
- Knowledge of CDM regulations
