DOH - Business Analyst

Primarily Remote (On-site required monthly on the second Monday of the month)

A full-time Business Analyst (BA), supported by AI tools for acceleration, is requested to focus on the nine highest-priority GRQ legacy applications:

• Requirements Documentation:
  Reverse-engineer and document current requirements (user stories, processes, data flows, edge cases) using AI-assisted code analysis for rapid initial drafts.
• Test Case Development:
  Develop comprehensive requirements-based test cases (functional, regression, accessibility-specific, and security-focused) and traceability matrices that link scan findings to specific business processes.
• Accessibility Analysis:
  Facilitate WCAG 2.2 accessibility gap analysis and validation of fixes against real business needs.
• Collaboration:
  
  Collaborate with the DOH Solutions Management GRQ Teams and the DOH Bureaus to build a strong, reusable foundation.

• Reporting Structure:
  Report to the HHSDC/DOH Solutions Management IT Manager supporting the GRQ applications.
• Timesheets & Status Reports:
  Complete weekly timesheet reporting in People Fluent/VectorVMS and provide weekly personal status reporting on SharePoint by COB Friday.
• Work Location:
  
  Primarily remote with one mandatory on-site visit on the second Monday of every month.

• Core
  
  Experience:
  
  Minimum 2 years of experience as a Business Analyst writing business requirements and test cases, OR a 4-year college degree (or equivalent technical study).
• Legacy Systems:
  Experience in reverse-engineering legacy applications to document business, functional, and technical requirements.
• Documentation & Mapping:
  Proficiency in developing user stories, process flows, data flow diagrams, and edge-case scenarios.
• Quality Assurance:
  Experience creating comprehensive requirements-based test cases, executing tests, validating results, documenting defects, and maintaining traceability matrices linking requirements to test cases, findings, and remediation work.
• AI Utilization:
  Ability to leverage AI tools for the rapid drafting of requirements, process documentation, and test case generation. Must be able to validate AI-generated content for accuracy, completeness, and alignment with business needs.
• Technical Tools:
  Proficiency in Azure Dev Ops (for work item management, requirements tracking, and test case documentation), SharePoint, and the Microsoft Office Suite (Word, Excel, PowerPoint, and Visio).

  Strong analytical, critical-thinking, organizational, communication, and facilitation skills. Ability to coordinate activities across multiple threads, manage risks and issues, and adapt to shifting priorities.
