Construction Administrator
The Construction Administrator proactively leads commercial construction projects throughout the construction phase, serving as a key liaison between owners, contractors, architects, consultants, and internal project teams. This full-time, exempt role is based in the Harrisburg, PA office with a hybrid schedule, and focuses on contract administration, field observation, documentation, and coordination from construction documents through project closeout.
Responsibilities:
- Review construction drawings during the Construction Documents phase and meet with the Project Manager to understand project scope, requirements, and key milestones.
- Attend and facilitate the initial project conference to establish expectations, communication protocols, and project procedures with owners, contractors, and project stakeholders.
- Attend and facilitate regularly scheduled project conferences, ensuring agendas are prepared, discussions are documented, and action items are clearly communicated.
- Visit construction sites up to twice a week to observe conditions, verify compliance with contract documents, and prepare detailed field reports for distribution to the owner and contractor(s).
- Prepare and issue minutes of all project conferences in conjunction with the Project Administrator, ensuring accurate and timely documentation of decisions and action items.
- Review and respond to Requests for Information (RFIs) from contractor(s), coordinating any required input from internal project team members and consultants, and ensuring clear, timely responses.
- Review and respond to submittals, including product data, shop drawings, samples, and related documentation, coordinating feedback and approvals from internal team members and consultants.
- Review and approve contractor applications for payment, and make recommendations to leadership and the owner regarding any funds to be withheld based on project status or quality concerns.
- Review and approve contractor change order requests, and provide recommendations to leadership and the owner on appropriate adjustments to the requested amounts and contract terms.
- Attend the project site to perform substantial and final completion punch list inspections, documenting deficiencies and creating field reports for distribution to the owner and contractor(s).
- Regularly communicate with the owner and contractor(s) regarding project progress, schedule impacts, change orders, and other issues, and coordinate required assistance from office management.
- Support bidding services and assist Specification Writers and Project Administrators with construction administration tasks and documentation requirements.
- Coordinate project activities through project closeout, ensuring all documentation, punch list items, and contractual obligations are completed and properly recorded.
- Facilitate and manage project meetings, including scheduling, agenda preparation, documentation, and follow-up to ensure alignment among all stakeholders.
- Maintain accurate construction reporting and documentation, including field reports, meeting minutes, RFIs, submittals, change orders, pay applications, and punch lists.
- Provide responsive customer service to owners, contractors, and project partners, ensuring questions and concerns are addressed professionally and efficiently.
Essential
Skills:
- Demonstrated experience supporting commercial construction projects only; residential construction experience will not be considered.
- Proven experience working on commercial projects with budgets exceeding $1 million.
- Ability to independently lead and facilitate meetings with owners, contractors, consultants, and internal project teams.
- Strong understanding of commercial construction processes, documentation, and contract administration from construction documents through project closeout.
- Experience performing construction site observations, field inspections, and coordinating project activities through substantial and final completion.
- Proficiency in construction administration tasks, including RFI management, submittal review, change order review and management, pay application review, and punch list coordination.
- Ability to review and interpret construction drawings, specifications, and project documentation accurately and thoroughly.
- Strong skills in project coordination and project management within a commercial construction environment.
- Proficiency with office productivity software for data entry, documentation, and scheduling meetings.
- Excellent communication and customer service skills for frequent interaction with project managers, architects, consultants, owners, and contractors.
- Ability to travel to project sites up to twice a week, with meals and mileage covered.

Qualifications:
- OSHA 30 Certification (required or preferred depending on project needs).
- Proficiency with Procore project management software for managing RFIs, submittals, change orders, pay applications, and punch lists.
