The primary objective of this engagement is to serve as a PM for the Commonwealth of Pennsylvania LIMS transition project. The Laboratory Information Management System (LIMS) is a comprehensive software platform designed to manage laboratory operations, from sample accessioning and testing to results reporting and regulatory submissions. The new LIMS will replace aging systems and enable electronic data capture, automated workflows, and secure data exchange with state and federal partners.
It supports improved data integrity, real‑time reporting, quality management, and integration with instruments, surveillance systems, and the department’s enterprise data warehouse.
The PM directs, administers, manages, and facilitates an enhancement, re‑engineering of a business process or a developmental project. The PM is ultimately responsible for the HHS DOH program implementation and must drive the entire effort from start to finish. The PM must ensure that the project is completed on schedule, within the defined budget, and that the final product meets business, technical, and established quality requirements.
Key responsibilities include:
- Direct, administer, manage, and facilitate an enhancement, re‑engineering or development of a high‑priority, high‑profile, Commonwealth enterprise‑wide IT project of strategic importance.
- Accountable for activities with delivery cycles of 8 to 12 months.
- Manage, coordinate, and prioritize the complete life cycle of projects including planning, design, programming, testing, and implementation of business solutions.
- Develop estimates for enhancement, re‑engineering or development effort in planning, analysis, design, construction, testing, and implementation.
- Work with team leads to adjust and revise project estimates as necessary and ensure new estimates are approved by the client.
- Develop the detailed Project Management Plan and secure approval and sign‑off from customer representatives and stakeholders.
- Deliver all work tasks identified in the Project Management Plan and Project Schedule.
- Design project plans that define major tasks and milestones based on scope, resources, budget, and personnel.
- Track project progress against the schedule and budget, advising stakeholders as needed.
- Plan, organize, prioritize, and manage multiple work efforts across the project team.
- Notify team members of timelines, milestones, phases, work requests, target dates, and approved work packages.
- Schedule or monitor status reviews, project inspections, and software quality assurance work product and process reviews.
- Capture and report required project management metrics; analyze and distribute reports on project metrics related to improvement measures.
- Ensure changes to scope follow the Change Management Plan and are documented.
- Create, review, and obtain approval of the Communication Plan and Deliverables Matrix.
- Prepare status reports for the project team, leads, sponsors, and stakeholders.
- Report status and recommendations to senior leadership as needed.
- Follow HHS DC IT PMO methodology and review project standards and procedures.
- Provide input for continual improvement within the HHS DC IT PMO.
- Mentor less experienced project staff.
- Collaborate with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security and Service Management teams; facilitate discussions between IT areas and vendors.
- Identify and manage project risk and issues using a RAID+ Log; develop mitigation strategies to closure.
- Build and maintain relationships with key stakeholders and customers.
- Serve as the primary point of contact for all project‑related issues and resolutions.
- Communicate effectively with customers and suppliers as appropriate.
- Communicate to team members how their work contributes to project objectives.
- Manage and track project status against the schedule.
- Provide weekly project updates following HHS DC Daptiv guidelines.
- Coordinate system testing with appropriate staff resources.
- Deliver presentations as necessary.
- Ensure project compliance with HHS DC standards and procedures.
- Facilitate achievement of project service commitments.
- Balance workload with members’ capacity.
- 7 to 9 years of experience managing technical initiatives with large project teams across IT domains and vendor involvement.
- High‑degree skills in budgeting, communication, leadership, negotiation, organizational, problem‑solving, team‑building, and soft interpersonal skills.
- Experience with laboratory information systems (LIMS).
- Strong business and technical knowledge.
- Ability to ramp up quickly and perform independently.
- PMI PMP certification with a minimum of 5 years.
- Must be able to work in the Harrisburg, PA office two days a week.
