Work Location: Primarily telework; onsite required first Wednesday of each month (or following Wednesday under special circumstances) at 2525 N. 7th Street, Harrisburg, PA. Additional onsite may be required if policy changes.

This position is primarily remote. However, the contractor must report onsite to 2525 North Seventh Street, Harrisburg, PA on the first Wednesday of each month (or the following Wednesday under special circumstances) to collaborate with the PMO team. Additional on-site attendance may be required if client policy changes.

Position Summary

Our client is seeking an experienced Project Manager 4 to lead and manage a high-profile, enterprise-wide technology initiative. This role will focus on the enhancement or re-engineering of key business processes, including full implementation oversight of an ECM (Enterprise Content Management) system.

The selected contractor will serve as the primary and lead project manager
, coordinating across stakeholders, technical teams, and other project managers to ensure timely, on-budget, and high-quality delivery.

Minimum Requirements

• PMP Certification is required. Applicants without this certification will not be considered.
• Must be legally authorized to work in the United States. Only U.S. Citizens, Green Card holders, or EAD holders will be considered.

• Preference will be given to candidates who reside in Pennsylvania

Key Responsibilities

• Lead the full lifecycle of high-impact projects from initiation through closeout.
• Manage multiple work streams and coordinate other project managers.
• Develop and maintain project plans, schedules, budgets, RAID logs, and status reports.
• Collaborate with stakeholders, business units, and technical teams to gather requirements and resolve issues.
• Ensure scope, quality, and business objectives are met on time and within budget.
• Follow established project management methodology and tools including SharePoint, Microsoft Teams, Daptiv, and Vector
  
  VMS.
• Provide updates and communicate status to leadership and other stakeholders.
• Identify risks and mitigation strategies and oversee change management processes.
• Support testing coordination, end-user training, and solution delivery.
• Promote continuous improvement within the project management office.

Preferred Qualifications

• Experience working with public sector clients or similar regulatory environments.
• Familiarity with PMI project phases and ECM systems in large organizations.
