Occasional evening meetings may be required for appeal hearings or community outreach - Physical requirements: This is sedentary and agile work requiring the exertion of up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Fieldwork may include inspections in a variety of weather conditions.

The Short-Term Rental (STR) Coordinator is responsible for managing all aspects of Rockingham County’s Short-Term Rental ordinance. This position oversees the full permit lifecycle—from application intake and interdepartmental review to compliance, monitoring, and enforcement. The Short-Term Rental Coordinator also works with the Board of Supervisors to administer appeals, ensuring that all appeals are processed in a fair, timely, and transparent manner.
EssentialJob Functions
An employee in this position may be called upon to do any or all the following essential duties:
- Receive, review, and process Short-Term Rental permit applications for completeness and compliance with ordinance requirements
- Coordinate application review with internal departments (e.g., Planning, Building, Fire & Rescue, Sheriff’s Office) and relevant outside agencies (e.g., Virginia Department of Health, VDOT, etc.)
- Maintain accurate and organized records of all Short-Term Rental applications, permits, inspections, violations, and appeals
- Serve as the primary point of contact for applicants, property owners, and the public regarding Short-Term Rental regulations and permitting procedures
- Conduct site visits and inspections to verify compliance with permit conditions and applicable codes
- Investigate complaints related to Short-Term Rental operations and determine appropriate actions
- Draft violation notices, orders, and related correspondence in accordance with municipal codes and legal standards
- Prepare case files, documentation, and evidence for administrative hearings or court proceedings; provide testimony when required
- Work collaboratively with law enforcement, legal counsel, and other agencies as needed to ensure effective enforcement
- Manage scheduling, staff reports, agendas, and meeting materials for all appeals to the Board of Supervisors
- Provide procedural guidance to the Board and ensure that all actions comply with the Short-Term Rental ordinance
- Maintain official records of decisions and communicate outcomes to applicants and relevant departments
- Track program data, prepare reports, and recommend ordinance or policy updates to improve program effectiveness
- Develop and distribute educational materials, FAQs, and outreach resources to help property owners understand Short-Term Rental requirements
- Promote consistent, fair, and transparent administration of the Short-Term Rental ordinance
- Relevant laws and legal codes related to position scope
- Administrative processes and procedures required to establish and maintain efficient workflows and recordkeeping
- Inspection processes and procedures

- Read, analyze, and interpret periodicals, technical procedures, or governmental regulations
- Ability to develop policies and procedures that support the efficient operation of the Short-Term Rental permitting process

- Must be able to deal tactfully and effectively with a diverse population
- Effectively present information and respond to questions
- Prepare reports, correspondence, and procedure manuals
- Proficiency with database systems and standard office software
