General Statement Of Duties
The Director of Operations provides leadership and oversees the daily operations for the agency’s administrative departments of Human Resources, Compliance, IT, Clerical Services, Medical Records, and Data Management. The position is responsible for providing project management leadership, procurement compliance, facility management, adherence to administrative functions required by the State Performance Contract, and manages insurance, legal, and other regulatory compliance. The incumbent is responsible for developing and implementing related administrative policies and procedures.
This work involves an advanced level of management and leadership relative to administrative operations. This position maintains a thorough understanding of the agency’s administrative functions and collaborates with the Executive Director and Chief Financial Officer related to financial management of the agency. The Director of Operations reports to the Executive Director and serves as a member of the Executive Director's management team.
Work is assigned through consultation with the Executive Director and is performed under minimal supervision. The Director of Operations provides supervision to the Human Resources Manager, Compliance Manager, IT Manager, Clerical Services Supervisor, Data Reporting Specialist, Facilities Manager and ERP Administrator.
Persons in this position are classified exempt under the Fair Labor Standards Act.
Major Essential Functions- Oversees agency human resources system, compliance/quality improvement system, data management system; electronic health record and medical record system, IT, and clerical support for Board programs.
- Develops and maintains policies and procedures for the administrative operations of the Community Services Board.
- Provides project management leadership for agency projects as directed by Executive Director.
- In consultation with Executive Director, coordinates the internal process and/or data changes required to meet the State Performance Contract and coordinates contract compliance requirements.
- Oversees the CSB risk management and reporting system to include DBHDS human rights, incident reporting, HIPAA, and 42
CFR, Part 2 in conformance with state and federal regulations. - Assumes lead responsibility for supervising data management activities and outcome reporting.
- Oversees the administrative licensure and payer regulatory compliance, and in collaboration with Finance department, oversees contract administration to include managed care and credentialing.
- Oversees the ERP Administration, including coordinating with internal departments as needed for technical support and functionality of the system.
- Provides oversight and support to human resources department, ensuring timeliness of reporting requirements, compliance with all state and federal regulations and human resources support to management and the workforce.
- Collaboratively works with the Executive Director and Chief Financial Officer in agency financial planning, asset management, and capital projects. May produce related analysis and reports.
- Provides technical assistance for staff to ensure compliance with State procurement act and oversees Board procurement policies and procedures.
- Oversees facility safety and security including health and safety inspections; ensures up-to-date insurance policies, claims submission, and coverage updates.
- Assists Executive Director in Board of Directors (BOD) administration activities, and participates in BOD meetings.
- Acts at a lead point of contact under the direction of the Executive Director for agency legal matters.
