Introduction
The State of Connecticut, Department of Children and Families (DCF), Fiscal Services Division is seeking to fill a Payroll Clerk position located in our Central Office, 505 Hudson Street, Hartford, CT.
Position Highlights- Full‑time, 40 hours per week
- First (1st) shift
- Monday–Friday
- 8:30 a.m. to 5:00 p.m.
The successful candidate will report to a Payroll Officer and be responsible for preparing biweekly regular, overtime, and supplemental payrolls; reviewing employee timecards and timesheets for accuracy and completeness; posting changes and adjustments to master files; and processing payrolls for a three‑shift, 24/7 operation with varying schedules and pay rules.
Job Class PurposeIn the Departments of Children and Families, Correction, Developmental Services, Emergency Services and Public Protection, Mental Health and Addiction Services, and Veterans Affairs this class is accountable for preparing and maintaining biweekly regular, overtime and supplemental payrolls for an assigned group of employees and for independently performing various payroll support activities.
Examples of Duties- Prepare biweekly regular, overtime, and supplemental payrolls.
- Review employee timecards and timesheets for accuracy and completeness and post hours worked to master payroll cards.
- Review personnel and payroll change notices and post changes and adjustments to master files, e.g., new hires, transfers, reclassifications, terminations, retirements, over payments and/or underpayments, wage increases, deduction changes.
- Calculate gross wages.
- Note deductions on worksheets and deduction summary sheets.
- Prepare and balance prelists for Central Payroll, noting both salary and deduction data or codes in conjunction with the computerized payroll system.
- Prepare and total various deduction worksheets.
- Prepare and submit summary sheets and transmittal certificates for Central Payroll.
- Verify check register and printouts from Central Payroll against worksheets and records.
- Perform clerical accounting functions such as calculating balances and posting charges to expenditure accounts.
- Prepare supplemental payrolls such as longevity payments, vacation pay, promotional adjustments, etc.
- Calculate and process retroactive payments, collective bargaining increases and annual increments.
- Verify provider checks issued by the Office of State Comptroller against own records and verify provider bills.
- Keep abreast of collective bargaining contract requirements and restrictions related to payroll.
- Respond to employee inquiries regarding paychecks and payroll practices and procedures.
- Maintain various records and files for payroll data and forms.
- May calculate workers’ compensation and/or retirement payments.
- May calculate and monitor payroll deductions for court‑ordered wage executions (garnishments).
- May consult division or facility supervisors regarding employee time recorded.
- Perform related duties as required.
- Knowledge of payroll terminology, practices and procedures; basic accounting and bookkeeping principles; and general office procedures.
- Skills:
interpersonal skills; oral and written communication skills; ability to perform arithmetic computations. - Ability to read, understand, and apply applicable contract guidelines and regulations; maintain records and files; follow complex oral and written instructions; and operate office equipment including computers, tablets, and other electronic equipment.
- Four (4) years of experience in accounts payable, bookkeeping, payroll preparation or clerical work involving finances.
- One (1) year of the general experience must have been as a State of Connecticut Payroll Clerk (class code 6157).
College training may be substituted for the general experience on the basis of fifteen (15) semester hours equalling one‑half (½) year of experience, up to a maximum of two (2) years.
Preferred Qualifications- Experience compiling and analyzing payroll data, and reviewing for accuracy and completeness.
