Hybrid work. Full-time, 40 hours per week, Monday–Friday with flexible hours.

The State of Connecticut, Department of Children and Families (DCF) – Child Welfare Accounting Unit – is accepting applications for two (2) full‑time Fiscal Administrative Officer positions in Hartford, CT. We are seeking detail‑oriented and highly organized individuals to join our team. In this role, you will review and approve monthly stipends to ensure full compliance with established policies, complete account reconciliations with accuracy and timeliness, and manage the processing of a high volume of provider payments.

Role Summary- Perform a range of professional fiscal and administrative functions.
- Assist in budget preparation by compiling, consolidating data, and projecting expenditures.
- Maintain budget control by reviewing and authorizing expenditures and monitoring expenditures against appropriations and allotments.
- Prepare budget reports, financial statements, and fiscal/administrative reports.
- Assist in planning and implementation of financial aspects of EDP systems.
- Utilize EDP systems for financial records, reports, and analysis.
- Prepare or review grant budgets and other fiscal portions of grant applications.
- Provide technical assistance to grantees regarding accounting procedures.
- Review contracts, financial documents, and reports to ensure compliance with grant requirements.
- Exercise functional supervision over clerical fiscal/administrative activities (payroll, purchase requisitions, grant and contract record‑keeping).
- Perform technical purchasing tasks: solicit bids and recommend contract awards.
- Assist in formulating policies and procedures and implement them.
- Act as liaison with agency central fiscal/administrative offices or central state agencies.
- May supervise support services such as stores, inventory, mailroom, security or maintenance.

Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, payroll, purchasing). At least one of those functions must be an accounting or budgeting function.
Minimum Qualifications – Special ExperienceTwo (2) years of the general experience must have been at or above the paraprofessional level, requiring the exercise of independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing, or related fiscal administration functions.
Minimum Qualifications – Substitution Options- College training may be substituted for general experience (15 semester hours = ½ year of experience, up to 4 years for a bachelor’s degree).
