Economic And Community Development Agent
Location: Hartford, CT
Schedule: Hybrid. Full‑time, 40 hours per week. Monday through Friday, 8:30 am–5:00 pm. One day in office (Wednesday) required; days may increase.
Salary: $86,068 – $110,931 per year. New to state employment starts at minimum salary range.

The role focuses on industry‑specific programming, evolving beyond the innovation economy to include all technology sectors.
Responsibilities include:
- Educate and assist companies through innovative operational efficiency initiatives
- Provide practical cost mitigation, strategic partnerships, and market opportunities
- Manage existing partnerships, federal grant programs, and initiatives
- Foster new relationships
- Engage in public‑private collaborations and grant application support
- Promote and coordinate economic, housing and community development activities and programs
- Advise municipalities in developing comprehensive community development plans
- Maintain contacts and provide technical assistance to businesses and industries
- Perform specialized analyses for development of standardized data, forecasts and performance indicators
- Advise customers undertaking community development activity
- Assist businesses and industries locating or expanding operations in Connecticut
- Identify economic, housing and community development resources available to businesses and industries and coordinate services
- Review plans and proposals for conformity with statutory, regulatory and departmental requirements
- Conduct feasibility reviews and negotiate financial packages with customers
- Coordinate and track proposals through departmental approval process
- Prepare commitment letters, financial, statistical and administrative reports
- Support domestic and international marketing and promotion of Connecticut products
- Organize workshops, conferences and seminars to promote business development assistance
- Provide technical assistance in grant applications
- Negotiate leasing or other agreements for business opportunities of state‑owned facilities
- Monitor and support business activities to maximize benefits of negotiated agreements
- Monitor work performance of consultants and programs for compliance
Skills and Abilities
- Knowledge of local, state and federal economic, housing and community development programs and resources
- Knowledge of applicable laws, regulations and policies
- Knowledge of budgeting and financial principles
- Planning principles and practices
- Comprehensive community development principles
- Industry practices, markets and location issues
- Marketing principles and techniques
- Excellent oral and written communication skills
- Interpersonal skills
- Planning, organizing and negotiating urban or economic development activities
- Ability to establish and maintain effective working relationships
- Ability to utilize computer software
- Supervisory ability
- Six (6) years of professional experience in corporate marketing, business development, residential/commercial financing, strategic planning, financial planning and analysis, or project management in industrial, environmental, housing or community development projects
- One (1) year of the general experience must be at the level of Assistant Economic and Community Development Agent
- College training may be substituted for the general experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience up to a maximum of four (4) years for a Bachelor's degree
- A Master’s degree may be substituted for one additional year of general experience
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for general and special experience
- Experience managing programs or initiatives in a public‑sector, nonprofit or economic development setting
- Experience in post‑award administration activities
- Experience using a standardized Customer Relationship Management system
- Experience coordinating and executing professional events
- Experience working with innovation government‑led economic development programs
- May be required to travel
- May be required to possess and retain a valid motor vehicle operator’s license
