Position Overview
Tax Operations Assistant Chief – Processing/Enterprise Content Management (ECM)/Mail Services and Duplicating units, Operations Division, Operations Bureau, State of Connecticut Department of Revenue Services.
Location and HoursHartford, CT.
Work hours:
8:00 AM – 4:30 PM, with flexibility based on operational needs. On‑site presence required; telecommuting not available.
- Manage overall day‑to‑day operations of the unit.
- Oversee outsourcing budget for data capture vendors and ECM programming vendor.
- Direct agency‑wide scanning of correspondence, returns and payments.
- Supervise all mailroom functions, including daily pickups at multiple locations, logging of certified mail and all outgoing mail.
- Manage the duplicating area that generates all outgoing print jobs (bills, notices, delinquencies, tax return mailing, etc.).
- Work with the business office to approve invoices for vendors, equipment and major supply orders.
- Assess current staffing levels and develop plans to fill staffing needs created through attrition.
- Document inbound and outbound mail workflows.
- Expand use of existing hardware and software to track bottlenecks.
- Develop reports to manage and evaluate work volumes in all areas for agency management.
- Review current processes and develop a long‑term plan for streamlining processes.
- Collaborate with the Oversight unit to recommend increases in electronic data collection and reductions in paper processing.
- Identify strengths and weaknesses and devise a reorganization plan to improve operational efficiency.
- Cross‑train staff to support unit needs during peak tax filing season.

- Nine (9) years of experience in technical work in taxation or a large computerized financial record‑keeping system.
- At least one (1) year of that experience in a supervisory capacity (scheduling, assigning, overseeing work, and establishing performance standards for professional staff).
- Academic or professional substitutions:
- College training substituted for general experience (15 semester hours = ½ year, up to 4 years for a bachelor’s degree).
- A master’s degree in business administration, accounting or taxation may substitute for one (1) additional year of general experience.
- Experience overseeing a unit responsible for intake and processing of correspondence, returns and payments.
- Advanced organizational, verbal and written communication skills.
- Experience with process improvement techniques and methods.
- Experience managing and collaborating across all levels of a diverse staff to achieve common goals.
- Leadership experience, including setting expectations and establishing measurable goals.
- Technical knowledge of scanning, processing and/or high‑volume mail equipment.
