The State of Connecticut, Department of Public Health (DPH) is currently seeking qualified candidates for the position of Lead Planning Analyst within the Project Management Office (PMO) of the Operations and Support Services (OSS) Division.

- Represent the Operational and Support Services (OSS) Division in all emergency response activities, including participation on the Incident Management Team (IMT) and within the Incident Command System (ICS).
- Assess and provide administrative support during emergency operations while developing and improving policies and procedures that strengthen emergency response efforts.
- Lead cross-functional project teams, offering project management guidance and coordinating communication among sponsors, stakeholders, and impacted units across the agency.
- Prepare and present key project artifacts, including comprehensive documentation, detailed processes, and monthly performance reports, while attending required emergency preparedness trainings.
- Support agency-wide operational readiness by promoting effective communication, organizational alignment, and consistent administrative practices.

Selection PlanIn order to be considered for this job opening, you must be a current State of CT employee, who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening. You must specify your qualifications on your application.

EXAMPLES OF DUTIES- Represent the Operational and Support Services (OSS) (administrative) division in emergency response activities including, but not limited to, the Incident Management Team (IMT) and the Incident Command System (ICS)
- Establish new administrative policies and procedures to support OSS processes during an emergency situation or event
- Revise and enhance current administrative policies and procedures to introduce efficiencies
- Act as a liaison between internal and external stakeholders regarding administrative policies and procedures
- Lead cross-functional teams of individuals through all phases of emergency response and/or projects
