Position Overview
Position:
Environmental Engineer 3 (Environmental Protection); 40‑hour work week, hybrid schedule.
Location:
Hartford, CT. Open to public. Closing date:
March 10, 2026. Salary range: $91,857 – $126,001 per year.
Review engineering reports, plans, and applications related to dam design, construction, and maintenance. Oversee inspections for structural soundness, recommend corrective actions, negotiate engineering agreements, lead field investigations, manage grants for construction projects, and review hydrologic and hydraulic reports. Additional related duties as required.
Example of Duties- Reviews engineering reports/plans regarding the design and construction;
- Oversees periodic inspections of existing dams for structural soundness;
- Makes recommendations for corrective actions;
- Reviews applications for construction or repair of dams and recommends action;
- Reviews and negotiates engineering agreements;
- May lead field investigations;
- Manage grants for construction projects to municipalities;
- Reviews hydrologic and hydraulic reports;
- Prepares and negotiates agreements and contracts for engineering services with flood and erosion control boards and others, providing for construction of flood control projects, river or channel line surveys, hydraulic and hydrologic studies, flood control studies or technical review of such studies;
- Assists DEEP programs evaluating the acquisition of land and makes appropriate recommendations based on dam safety factors;
- Oversee engineering and construction services for projects overseen by and under contract to unit;
- Assists in reviewing work of contract surveyors and engineers;
- Performs related duties as required.
- Seven (7) years of experience in environmental engineering involving groundwater, water or sewage treatment plants, solid or hazardous waste treatment, or the inspection and regulation of water supplies and pollution problems;
- College training in civil, chemical or environmental engineering may substitute for the experience, with one half (½) year of experience per 15 semester hours up to a maximum of four (4) years for a Bachelor's degree;
- A Master’s degree in civil, chemical or environmental engineering may substitute for an additional year of experience.
- Experience leading meetings and communicating empirical or regulatory information to stakeholders, including the general public;
- Experience with conflict resolution or negotiation in a professional setting;
- Experience navigating legal, political or financial project implications;
- Experience developing executive summaries synthesizing technical and environmental information;
- Experience managing, prioritizing and tracking competing projects to meet deadlines;
- Experience implementing or developing policies and procedures to address a programmatic challenge;
- Experience working independently and as part of a team with internal and external stakeholders;
- Experience reviewing engineering plans, reports, and investigations;
- Experience managing long‑term projects to ensure public safety and environmental protection.
- Incumbents may be required to travel.
Incumbents may be exposed to some danger of injury or physical harm from on‑site field environments and may experience discomfort from year‑round weather conditions.
