The State of Connecticut, Department of Administrative Services (DAS) is seeking a Professional Engineer in the Real Estate and Construction Services (RECS) division. This role will help uphold the Department’s high standards for professional practice and construction quality, serving as the technical authority for mechanical systems in state building construction projects.

The DAS RECS division requires a Professional Engineer – Mechanical who will play a key role in shaping Connecticut's state building construction projects. With more than $1B in active design and construction underway, the successful candidate will uphold the Department’s engineering standards and serve as the technical authority for mechanical systems.
Key Responsibilities- Provide technical review of plans and specifications prepared by external engineers to ensure alignment with Department standards and professional standards of care.
- Lead multidisciplinary technical reviews of mechanical, plumbing, electrical, and fire protection systems—emphasizing HVAC performance and long‑term operability—developed by licensed consulting engineers.
- Develop, maintain, and advance standardized engineering design requirements for state building construction, guiding external design consultants.
- Play a central role in advancing the State’s sustainability and decarbonization goals by shaping energy‑related standards, advising project teams, and representing the Department on the interagency Greener Gov Technical Advisory Committee.
- Manage energy efficiency initiatives, oversee external consultants for engineering and master planning studies, and support internal project management staff on complex technical engineering issues.
Active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors, consistent with C.G.S. This include the requirement to maintain a current PE license.
Examples of Duties- Develop project design and prepare plans and specifications for state buildings.
- Coordinate complex engineering systems within overall building design.
- Create and prepare designs with an understanding of various engineering systems.
- Prepare and coordinate preliminary surveys and planning requirements.
- Recommend engineering systems for complex statewide projects.
- Execute detailed peer reviews of designed systems developed by professional licensed consulting engineers.
- Utilize the professional license by signing, stamping, and sealing engineering plans.
- Review engineering system estimates and costs for building systems.
- Analyze design problems and recommend solutions.
- Perform site inspections to confirm compliance with specifications.
- Assist in developing capital improvement programs and continued maintenance plans.
- Negotiate fees and prepare contracts for consulting engineers.
- Participate in meetings with consultants, agencies, and project staff to establish and maintain work schedules and resolve questions.
- Prepare reports and respond to inquiries as necessary.
- Remain current with engineering principles and practices.
- May assist in supervising construction projects.
- Perform other related duties as required.
- Considerable knowledge of engineering principles, practices, and methods applied to building construction.
- Knowledge of engineering software and computer applications.
- Knowledge of methods and equipment used in engineering construction and inspection methods.
- Knowledge of construction project management and contract administration.
- Considerable interpersonal skills, oral and written communication skills.
