Position: MECHANICAL ENGINEER

Summary

You will serve as a Mechanical Engineer in the Planning, Design and Construction Directorate of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties
  • Perform mechanical engineering design for a wide variety of installation shore facility types.
  • Analyze and design extensive engineering alterations and modifications to existing facilities to meet customer needs.
  • Provide technical guidance, consultation, and support in developing initial project planning documents, Request for Proposals (RFPs), plans, specifications, studies, reports, and other design work products.
  • Ensure quality control (QC) is maintained in the execution of in-house design.
  • Identify areas of risk associated with advanced planning, design and construction and develop mitigation strategies or alternatives.
  • Prepare statements of work and government estimates for design, develop pre-negotiation position, and assist in negotiations.
  • Provide post construction award services (PCAS), including review and approval of contractor's submittals for conformance with the requirements of the contract drawings and specifications.
Qualifications
  • Current registration as a Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • Resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent private/public sector experience.
  • Specialized experience must demonstrate:
  • Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices.
  • Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air‑conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation.
  • Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids.

  • Experience may include paid, unpaid, and volunteer work through National Service programs.
  • Education
    • Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;

      (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area.
    • Alternatively, current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a PE by any State, the District of Columbia, Guam, or Puerto Rico.
    • Evidence of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board in the States.
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above.
    • Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least one year of professional engineering experience under professional engineering supervision.
