Introduction
The State of Connecticut, Department of Administrative Services (DAS) is seeking applications from experienced individuals for the position of Professional Engineer within the Real Estate and Construction Services (RECS) division.

With more than $1B in active design and construction underway, this position helps uphold the Department’s high standards for professional practice and construction quality, serving as the Department’s technical authority for mechanical systems.
Some key responsibilities include:
- Providing technical review of plans and specifications prepared by external engineers to ensure alignment with Department standards, building system requirements, and professional standards of care.
- Leading multidisciplinary technical reviews of mechanical, plumbing, electrical, and fire protection systems—with an emphasis on HVAC performance and long‑term operability—developed by licensed consulting engineers.
- Developing, maintaining, and advancing standardized engineering design requirements for State building construction, guiding the work of external design consultants.
- Playing a central role in advancing the State’s sustainability and decarbonization goals by shaping energy‑related standards, advising project teams, and representing the Department on the interagency Greener Gov Technical Advisory Committee.
- Managing energy efficiency initiatives, overseeing external consultants for engineering and master planning studies, and supporting internal project management staff on complex technical engineering issues.
This position requires active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. 20‑302. About UsThe DAS RECS division’s Construction Services leads the oversight of the state’s capital building construction projects. Within this office, the Technical Services and Plan Review team partners with project management and technical staff to elevate building construction quality standards, advance energy and decarbonization goals, and support master planning and pre‑design initiatives. This work directly influences the performance and sustainability of public buildings across the state.
Minimum QualificationsEight (8) years of experience as a project engineer with full responsibility for the engineering design of major building projects.
Substitutions Allowed:
College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one‑half (½) year of experience to a maximum of four (4) years for a Bachelor’s degree program in engineering. A Master’s degree in engineering may be substituted for one (1) additional year of the General Experience.
- Experience performing digital reviews of contract documents for new construction and major renovation projects.
- Experience analyzing mechanical and plumbing systems for commercial and institutional buildings.
- Experience developing and maintaining performance and quality criteria for building systems and components.
- Experience using Bluebeam Revu for document review.
- Experience supporting or participating in master planning and pre‑design studies.
- Incumbents will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a State of Connecticut Professional Engineering license.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
Incumbents in this class may be exposed to some risk of injury or physical harm from site environments and to some discomfort from year‑round weather conditions.
