Position Highlights- Schedule, assign, oversee and review the work of the Mobile Source group staff; develop group work plans and specific project work plans; determine priorities; and conduct performance evaluations
- Develop project plans to implement mobile source control programs, including incentive programs
- Develop project plans to implement and administer federal or state grant programs pertaining to on-road and non-road mobile sources
- Assess air quality impacts of proposed mobile source regulations or programs
- Analyze existing proposed state and federal air quality policies, statutes, plans and regulatory programs
- Assist in formulating responsive policy options; provide technical consultation to local, regional, state, federal officials, and the public
- Participate on technical committees of DEEP, SIPRAC, EPA, NESCAUM, MARAMA, OTC, MANE-VU, NACAA and other technical organizations as well as the Connecticut Department of Transportation and Department of Motor Vehicles
- Prepare and review technical publications and guidelines; review and recommend web postings of Air Bureau technical materials
- May testify at public hearings

This is a full-time, 35-hour a week position. A Hybrid schedule is available based on agency and scheduling needs.
About UsThe Mobile Source Group (MSG) is responsible for assuring effective implementation of various mobile source programs established under state and federal law pertaining to on-road and non-road mobile sources, transportation fuels including gasoline, diesel and alternative and/or renewable fuels, the idling of vehicles, and developing negotiated programs to provide needed emission reductions and support the transformation of Connecticut to more sustainable transportation modes such as transportation electrification.
The MSG is also responsible for implementing a significant portfolio of state and federal grant and incentive programs, including EPA’s clean school bus program, DERA, VW, VW EVSE, CFI, and CHEAPR.
The MSG also conducts technical analyses of key federal clean air regulatory proposals including federal standards for on-road heavy-duty vehicles, California vehicle emission standards for light, medium and heavy-duty vehicles and other critical upcoming rule makings for locomotives, oceangoing vessels and aircraft. MSG staff participate in both regional and national work groups focused on evaluating the emission reduction benefits of various clean air strategies for the mobile sector and quantifying and communicating those emission reduction benefits to diverse stakeholders statewide as well as state and federal agencies and other states.
