Introduction

The State of Connecticut, Department of Revenue Services is seeking a Revenue Services Tax Supervisor in the Processing/ECM Unit. The Processing/ECM Unit is responsible for the timely processing of all inbound mail. As a Revenue Services Tax Supervisor, you will assist in planning, supervising and coordinating the duties of staff in the unit.

Position Highlights
  • Full‑time position based in our Hartford office
  • Monday–Friday schedule; work schedules determined by managers based on operational needs
  • Business casual attire required due to the processing nature of the unit
Responsibilities
  • Assist the Tax Operations Assistant Chief with overall unit functions
  • Monitor workflow of inbound mail and the unit’s inventory
  • Monitor agency‑wide scanning of taxpayer correspondence, returns and payments
  • Work with data capture vendors and ECM programming vendors
  • Coordinate with the Assistant Chief and the business office to approve invoices for vendors, equipment, and major supply orders
  • Establish performance measures and production reports
  • Lead staff by defining expectations, reviewing productivity, and establishing measurable goals

  • Supervise programs to ensure uniformity and accuracy
  • Assist in directing, planning, and coordinating the work of assigned staff
  • Schedule, assign, oversee, and review staff work
  • Provide staff training and assistance
  • Conduct performance evaluations
  • Determine priorities and plan unit work
  • Establish and maintain unit procedures; develop or recommend new policies for auditing, collection, or registration and processing of tax returns
  • Act as a liaison with other operating units, agencies, and outside officials regarding unit policies and procedures
  • Prepare and maintain narrative, financial, and statistical reports on audit assessment, overdue revenue or registration/processing production
  • Assist in administration of fraud programs
  • Recommend changes to existing tax legislation and regulations
  • Interpret and monitor tax administration functions in accordance with established policy and legislative intent
  • Consult with and advise agency personnel on policy, operations, and procedures
  • Advise taxpayers on various State statutes and regulations
  • Oversee special projects in response to legislative initiatives (e.g., floor taxes, rebates, or amnesty programs)
  • Serve as a subject matter expert for agency‑wide initiatives
  • Represent the agency at meetings of special groups such as CPAs, attorneys, etc.
  • Conduct hearings and conferences with taxpayers and their representatives involved in disputed tax and audit matters
  • Analyze, review, and make recommendations on ways to improve the administration of multiple tax types
  • Perform long‑range financial and programmatic strategic analysis, planning, and program evaluation
  • Provide input into the impact of budgetary proposals and legislative changes
  • Perform related work as required
Knowledge, Skills, and Abilities

Considerable knowledge of principles and practices of accounting and auditing or tax administration; tax statutes of Connecticut; principles and methods of modern professional management; considerable interpersonal, oral, and written communication skills; ability to interpret and apply laws and regulations; prepare comprehensive written reports; utilize EDP systems for financial analysis and management; supervisory ability.

Minimum Qualifications – General Experience

Nine (9) years of experience in technical accounting, auditing, tax administration, tax collection, tax enforcement, or computerized financial record‑keeping systems involving the interpretation and application of tax laws and fiscal principles.

Minimum Qualifications – Special Experience

One (1) year of the general experience must have involved responsibility for conducting complex tax audits, collections, or tax administration (for state employees interpreted at the level of a Revenue Examiner 4, Tax Operations Unit Supervisor, or Tax Collection Supervisor).
