Assistant Chief of Fiscal/Administrative Services
The Department of Developmental Services (DDS) Central Office is seeking a qualified individual to serve as Assistant Chief of Fiscal/Administrative Services. The position supports the administration of the agency’s fiscal and administrative programs and operations.
Key Responsibilities- Assist in directing staff and operations of fiscal management functions, including budget preparation, management, accounting, and financial reporting and analysis.
- Assist in coordinating, planning, and managing activities.
- Formulate program goals and objectives, and develop related policy.
- Review fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies.
- Evaluate staff performance.
- Direct and assist with budget management functions.
- Maintain contacts and act as liaison with individuals within and outside of the state who may impact program activities.
- Advise agency head regarding fiscal and administrative matters.
- Assist with planning and implementation of financial aspects of EDP systems.
- Utilize EDP systems for financial records, reports, and analysis.
- Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
- Lead recruitment and hiring of staff, including outreach, interview, and selection.
- Direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security, and housekeeping.
- Ensure conformance with related standards of JCAH, OSHA, Environmental Protection, and other regulatory agencies.
- Direct a program of internal and/or external audit.
- Perform related duties as required.
Full‑time, 40 hours per week. First shift, Monday through Friday, 8:00 a.m. – 4:30 p.m. Schedule. Flexibility may be required to meet agency needs.

Minimum QualificationsGeneral
Experience:
Ten (10) years of experience in fiscal and administrative functions such as accounting, budget management, grants administration, personnel, payroll, or purchasing. At least one (1) of these must be an accounting function.
Special
Experience:
Two (2) years of the general experience must have been supervising professional‑level staff.
Substitutions:
• College training may be substituted for general experience based on fifteen (15) semester hours equaling one‑half year of experience, up to a maximum of four (4) years for a bachelor’s degree.
• A master’s degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the general experience.
- Experience overseeing business office functions.
- Experience supervising supervisory and professional‑level fiscal staff.
- Experience preparing financial and budget reports for DDS and OPM.
- Experience with CFSR preparation.
- Experience managing sections of the agency's budget.
