Position Overview
Associate Fiscal Administrative Officer – Operations Support Services Section, Budget Unit, Department of Public Health (DPH), State of Connecticut. Full‑time, first shift, 40 hours per week.
Location:
Hartford, CT. Partial telework and flexible schedules may be available.
- Manage various phases of the grant budgeting process.
- Oversee maintenance of accounting records and financial controls.
- Provide staff training and assistance.
- Project expenditures and support financial reporting.
- Manage staff of all professional levels as required.
- Streamline and implement process improvements.
- Plan office workflow and determine priorities.
- Schedule, assign, oversee and review work.
- Establish and maintain office procedures.
- Conduct or assist in performance evaluations.
- Act as liaison with other units, agencies, and officials regarding policies and procedures.
- Prepare and analyze complex financial statements, reports, and budget requests.
- Project expenditures and assist in financial planning.
- Maintain fiscal controls by authorizing non‑routine expenditures.
- Manage various phases of the budget process.
- Make recommendations on policies and standards.
- Oversee maintenance of accounting records.
- Utilize EDP systems for financial records, reports, and analyses.
- May oversee implementation and analysis of financial and administrative EDP applications.
- May oversee grant and contract administration.
- May oversee payroll, purchasing, and other fiscal and administrative functions.
- May supervise support services such as stores, inventory, security, mailroom, food service, or maintenance.
- Perform related duties as required.
- In-depth knowledge of public administration, governmental budget management, accounting, and payroll.
- Knowledge of grants and contracts preparation and administration, purchasing principles, and payroll practices.
- Strong interpersonal, oral, and written communication skills.
- Ability to prepare and analyze financial and statistical reports.
- Understanding and application of relevant state and federal laws, statutes, and regulations.
- Proficiency with EDP systems for financial management.
- Supervisory ability.
- General Experience
Seven (7) years of combined fiscal administrative experience (accounting, accounts examining, budgeting, grants administration, payroll, purchasing), with at least one year in an accounting, budgeting, or payroll function.
Minimum Qualifications- Special Experience
One year of the general experience must be at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer II.
Preferred Qualifications- Experience administering state, federal, and private grants.
- Experience supervising and managing professional and para‑professional staff.
- Experience preparing and presenting financial reports and statements.
- Experience resolving requisition and/or purchase order budget errors within the CORE‑CT system.
- Experience working in a team environment.
