Position Overview

Assistant Chief of Fiscal/Administrative Services in the Division of Fiscal Services, Connecticut Department of Social Services. Responsible for overseeing fiscal budgetary oversight and support, ensuring transparent operations within agency programs.

Key Responsibilities
  • Build and manage detailed contract management and tracking reports, ensuring timely follow‑up on outstanding items.
  • Analyze data to develop accurate budget estimates and write cost‑benefit analyses to guide decision‑making.
  • Prepare and deliver financial statements, statistical reports, and narrative fiscal/administrative reports.
  • Serve as a key liaison, collaborating with program staff, providers, the Office of General Counsel, and Fiscal Division staff to resolve contract issues efficiently.
  • Process and verify contract payments, ensuring compliance with payment schedules and contract terms and conditions.
  • Assist in directing staff and operations of fiscal management functions including budget preparation, management, accounting, and financial reporting and analysis.
  • Assist in coordinating, planning, and managing activities; formulate program goals and objectives.
  • Develop or assist in developing related policy.
  • Review fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures.
  • Evaluate staff; direct or assist in the direction of the budget management function.
  • Maintain contacts with and act as liaison to individuals within and outside the state who might impact program activities.
  • Advise agency head regarding fiscal and administrative matters.
  • Assist EDP experts in planning and implementing financial aspects of EDP systems; utilize EDP systems for financial records, reports, and analyses.
  • Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
  • Lead the recruitment and hiring of staff, including outreach, interview, and selection.
Qualifications
  • Ten (10) years of experience in fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) with at least one accounting function.
  • Two (2) years of that experience must have involved supervising professional‑level staff.
  • Considerable knowledge and ability to apply management principles and practices; understanding of relevant state and federal laws, statutes, and regulations.
  • Knowledge of personnel, payroll, purchasing, grant administration, and contract administration principles and procedures.
  • Strong interpersonal, oral, and written communication skills.
  • Considerable ability in preparing and analyzing financial and statistical reports.
  • Ability to utilize EDP systems for financial management.
Preferred Qualifications
  • Experience supervising professional and managerial level fiscal staff.
  • Experience developing complex financial analysis and budget reports.
  • Experience with Microsoft Excel, including complex formulas, pivot tables, and conditional formatting.
  • Experience with State of CT budgeting and accounting; preparing detailed financial status reports for public sector organizations.
  • Experience interpreting and complying with federal and state laws and regulations related to healthcare programs and policies.
  • Experience utilizing CORE CT financial modules.
Location and Hours

Central Office, 55 Farmington Avenue, Hartford, CT. Full‑time, 40 hours per week. First (1st) shift, Monday‑Friday, 8:00 am–4:30 pm. Telework usually offered at the maximum level permitted by state and agency policy.
