Assistant Chief of Fiscal/Administrative Services – State of Connecticut, Department of Social Services

The State of Connecticut Department of Social Services (DSS) is seeking an experienced financial leader to join the Division of Fiscal Services as Assistant Chief of Fiscal/Administrative Services. The role involves coordinating fiscal budget oversight and ensuring transparent operations across agency programs.

Position Highlights

  • Full-time, 40 hours per week
  • First (1st) shift, Monday – Friday, 8:00 am – 4:30 pm
  • Telework usually offered at the maximum level permitted by state and agency policy
Responsibilities
  • Build and manage detailed contract management and tracking reports, ensuring timely follow‑up on outstanding items.
  • Analyze data to develop accurate budget estimates and write cost‑benefit analyses to guide decision‑making.
  • Prepare and deliver financial statements, as well as statistical and narrative fiscal/administrative reports.
  • Serve as a key liaison, collaborating with program staff, providers, the Office of General Counsel, and Fiscal Division staff to resolve contract issues efficiently.
  • Process and verify contract payments, ensuring compliance with payment schedules and contract terms/conditions.
  • Assist in directing staff and operations of fiscal management functions, including budget preparation, accounting, financial reporting and analysis.
  • Assist in coordinating, planning and managing activities.
  • Formulate program goals and objectives.
  • Develop or assist in development of related policy.
  • Review fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures.
  • Evaluate staff.
  • Direct or assist in the direction of budget management function.
  • Maintain contacts with and act as liaison to individuals within and outside of state who might impact program activities.
  • Advise agency head regarding fiscal and administrative matters.
  • Assist EDP experts in planning and implementation of financial aspects of EDP systems.
  • Utilize EDP systems for financial records, reports and analyses.
  • Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
  • Lead the recruitment and hiring of staff, including outreach, interview and selection.
  • May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping.
  • In a facility or institution may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies.
  • May direct a program of internal and/or external audit.
  • Perform related duties as required.
Qualifications & Knowledge

We seek team members with experience supervising fiscal staff, conducting complex financial analyses, and preparing budget reports. Advanced Excel skills, knowledge of State of Connecticut budgeting and accounting, and expertise in creating financial reports for public sector organizations are essential. Familiarity with federal and state healthcare regulations is highly valued.

Minimum Qualifications – General Experience

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) of which at least one must be an accounting function.

Minimum Qualifications – Special Experience

Two (2) years of the general experience must have been supervising professional level staff. For state employees this experience is at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

Minimum Qualifications – Substitutions Allowed
  • College training may be substituted for the general experience on a basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master’s degree in public administration, business administration, or accounting may be substituted for one additional year of the general experience.
