Role Overview

The Fiscal/Administrative Manager 1 will oversee all functions within the DCP Business Office, including Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, Budgeting, and related activities. The position will manage the transition of all Business Office functions from DAS to DCP, excluding payroll, and will set up new procedures specific to DCP such as purchasing/P-Card, assets, travel, etc. The manager will prepare budget information for the Office of Policy and Management during budget periods and submit the monthly Comprehensive Financial Status Report (CFSR) along with other budgetary tasks.

Examples of Duties
  • Direct staff and operations of the fiscal administrative office.
  • Coordinate, plan and manage office activities.
  • Formulate program goals and objectives.
  • Assist in development of related policy.
  • Interpret and administer applicable laws, statutes and regulations.
  • Maintain contacts with internal and external stakeholders.
  • Coordinate fiscal management functions, including budget preparation, management, accounting and financial reporting.
  • Utilize EDP systems for financial records, reports and analyses.
  • Prepare programmatic fiscal administrative analysis and impact statements on proposed regulations and legislation.
  • Direct and coordinate administrative functions such as grant administration, personnel, payroll, purchasing and contract administration.
  • Provide support services oversight (maintenance, duplicating services, switchboard, mailroom, food services, security, housekeeping).
  • Ensure conformance with standards of TJC, OSHA, EPA and other regulatory agencies.
  • Lead the recruitment and hiring of staff, including outreach, interview and selection.
  • Perform related duties as required.
Knowledge, Skills, and Abilities
  • Knowledge of public administration principles and practices, including governmental budget management and accounting.
  • Knowledge of personnel, payroll, purchasing, grant administration and contract administration procedures.
  • Strong interpersonal, oral and written communication skills.
  • Ability to prepare and analyze financial and statistical reports.
  • Ability to analyze budgetary and related problems.
  • Proficiency with EDP systems for financial management.
Minimum Qualifications – General Experience

— Nine (9) years of combined fiscal administrative experience, including at least one (1) accounting function. (Description of functions attached.)

Minimum Qualifications – Special Experience

— One (1) year of the general experience must involve supervising professional-level staff (Fiscal/Administrative Supervisor or Budget Specialist level).

Minimum Qualifications – Substitutions Allowed
  • College training may substitute up to 15 semester hours for one-half (1/2) year of experience, up to a maximum of four (4) years for a bachelor’s degree.
  • A Master’s degree in public administration, business administration or accounting may substitute for one additional year of general experience.
Preferred Qualifications
  • Experience with CORE, including Financial Modules, and Microsoft Office suites.
  • Experience supervising employees with varied duties and responsibilities.
  • Experience with Purchasing, Accounts Payable, and Accounts Receivable.
  • Experience with Budgeting and Fixed Assets.
  • Experience streamlining processes and procedures.
