Introduction
The Connecticut Department of Public Health (DPH) has an opening for a Fiscal/Administrative Officer for the Operational Support Services - Customer Support Unit in Hartford.
This position serves in a role providing fiscal and administrative oversight that supports agency-wide operations and strengthens the infrastructure necessary for public health programs to serve communities throughout Connecticut.
The Customer Support Unit has experienced significant growth over the past 18 months, expanding its role in providing centralized operational and fiscal support across the agency.
As a member of this collaborative team, you will have the opportunity to lead complex fiscal and administrative initiatives, develop and improve business processes, provide guidance on state policies and procedures, and support critical agency operations.
Your work will help ensure staff have the resources and operational support necessary to meet both routine business needs and public health emergency response demands.
This position is 40 hours per week, Monday through Friday, located at 410 Capitol Avenue in Hartford, CT. Telework is available after successful completion of the working test period.

Duties of this position may include, but are not limited to:
- Performing professional-level fiscal and administrative functions in support of agency operations and program objectives
- Coordinating fiscal and administrative activities, including financial analysis, reconciliation, reporting, and maintaining the accuracy of fiscal and operational records
- Managing assigned operational programs within the Customer Support Unit, ensuring compliance with established policies, procedures, and administrative requirements
- Researching, analyzing, and resolving fiscal and administrative issues while recommending process improvements to enhance operational efficiency and customer service
- Interpreting and applying State of Connecticut statutes, regulations, policies, procedures, and Core-CT requirements to support compliant business operations
- Coordinating activities related to agency resources and administrative programs, including areas such as Core-CT Security, Fleet Operations, Asset Management, and other operational support functions
- Preparing reports, monitoring operational activities, and providing technical guidance and recommendations to agency management and program staff
- Collaborating with internal and external stakeholders to support agency initiatives, operational priorities, and continuous process improvement
- Performing other related duties as assigned

EXAMPLES OF DUTIES- Performs a variety of professional fiscal and administrative functions;
- Assists head of fiscal/administrative operations, division head or agency head in budget preparation by compiling and consolidating data and projecting expenditures;
- Maintains budget control by reviewing and authorizing expenditures and monitoring expenditures against appropriations and allotments;
- Prepares budget reports;
- Prepares various financial statements and statistical or narrative fiscal/administrative reports;
- Assists in planning and implementation of financial aspects of EDP systems;
- Utilizes EDP systems for financial records, reports and analyses;
- Prepares or reviews grant budgets and other fiscal portions of grant applications;
- Provides technical assistance to grantees regarding accounting procedures;
- Reviews various contracts, financial documents and financial reports to ensure compliance with grant requirements;
