Introduction

The Department of Revenue Services (DRS) is hiring a Planning Specialist within the Revenue Analytics and Forecasting (RAF) Unit in Hartford, CT.

Position Highlights

The RAF Division promotes public confidence in taxpayer collection, encourages voluntary compliance, and supports improved agency performance by enabling data‑driven decision making. This role provides new capability to produce reports yielding descriptive, predictive, and prescriptive insights by:

  • Advising on policy implications of data analytics;
  • Working with RAF project teams to design data analytics in line with policy objectives;
  • Researching tax and revenue trends with other CT state agencies, non‑profits, other states, and governmental organizations;
  • Analyzing state revenue and tax trends and patterns, including review of statutes to understand legislative impact;
  • Participating in ongoing and ad‑hoc research and data analyses requested by the General Assembly and Governor’s office.

Responsibilities

Full‑time, 40 hours per week on first shift, Monday‑Friday between 8:00 AM and 4:30 PM.

  • Perform highly specialized complex duties in a planning and program area.
  • Supervise planning, development, coordination, and administration of program operations.
  • Formulate, recommend, and implement policies and guidelines for programs.
  • Act as liaison with operating units, agencies, and external officials regarding program policies and procedures.
  • Provide technical and consultative services regarding programs.
  • Prepare reports and correspondence; speak before groups regarding programs.
  • May testify before legislative committees.
  • Perform related duties as required.
Knowledge, Skill, and Ability

Considerable knowledge of:

  • Relevant agency policies and procedures;
  • Relevant state and federal laws, statutes, and regulations;
  • Principles and practices of state and regional planning;
  • Research methods and techniques.

Knowledge of relevant programs in private agencies, other states, and at national level
.

Considerable interpersonal skills; oral and written communication skills.

Ability to:

  • Interpret and evaluate research data.
  • Utilize computer software.
Minimum Qualifications – General Experience

A minimum of eight (8) years of experience in planning, including developing written long‑term plans broad in scope and with impact on multiple operations.

Minimum Qualifications – Special Experience

At least one (1) year of the general experience must have been in planning at the level of a Lead Planning Analyst.

Minimum Qualifications – Substitutions Allowed
  • College training may be substituted for up to four (4) years of experience, with each fifteen (15) semester hours equaling one‑half (½) year.
  • A master’s degree in planning, public administration, or a closely related field may substitute for one additional year of general experience.
Preferred Qualifications
  • Experience communicating complex information in simplified terms, both orally and in written correspondence.
  • Experience solving public policy problems and developing solutions via consensus building.
