Introduction

The State of Connecticut, Office of Policy and Management (OPM) is currently recruiting for an anticipated vacancy as a Rural Health Transformation Policy Development Coordinator (Durational Project Manager) in the Health and Human Services Policy and Planning Division (HHSPPD).

Position Overview

Full‑time (40 hours per week), conveniently located in Hartford, CT at 450 Capitol Avenue. Work hours are Monday through Friday. The position is durational and will terminate at the end of the Rural Health Transformation Program grant spending period (September 30, 2031), unless funding ends sooner.

Key Responsibilities
  • Monitor, review and provide policy guidance on the Rural Health Transformation (RHT) Program, including proposed legislation, regulations and administrative action.
  • Act as liaison with state agencies, OPM divisions and stakeholders to formulate policy recommendations, explore federal and state policies/regulations and legislative proposals related to the RHT program.
  • Draft reports, recommendations, presentations, and talking points on the RHT program, national trends, state best‑practices and evidence‑based assessments.
  • Monitor and advise on the implementation of current RHT Program initiatives.
  • Participate and oversee the preparation of reports, applications, and other required submissions to the federal government and other entities.
  • Ensure compliance with federal grant terms and conditions, and other applicable federal and state requirements.
  • Collaborate in the development of policies, regulations, proposals and administrative action related to the RHT program.
  • Serve as the OPM Liaison to the RHT program steering committee.
  • Develop metrics to measure impact and success of RHT program initiatives.
  • Support development of sustainability strategies to maintain successful programs.
Preferred Qualifications
  • Experience with policy concepts related to public health, rural health, hospital payment systems, grant funding, federal programs and agencies.
  • Experience working within the state legislative processes.
  • Experience reading and interpreting legislation, regulations, policy proposals and reports.
  • Experience collaborating and communicating with both internal and external partners.
  • Experience explaining complex or technical subject matter to a diverse set of stakeholders.
  • Project management experience.
  • Experience with federal grants, including oversight, evaluation, and coordination with multiple partners.
  • Experience with healthcare policy.
  • Experience working with the Connecticut General Assembly and state agencies.
