Chief Assessment Technician

Responsibilities

• Assist the City Assessor and Assistant City Assessor in planning, directing and supervising real estate assessment projects.
• Direct and participate in the performance of complex property assessments and prepare valuations for personal property accounts citywide.
• Assist in formulation of work methods and policies for the division and supervise subordinates while producing statistical reports.
• Assist the City Assessor with defense of tax appeals, performing research, producing appraisal reports and submitting expert testimony as necessary.
• Assist with the annual compilation of the grand list and confer with taxpayers, attorneys, accountants and authorized representatives.

This is a HMEA position. The hours of work for this position are 40 per week and the above salary includes 5% in lieu of overtime.

• Graduation from an accredited four‑year college or university with major work in public or business administration or a closely related field.
• Five years of increasingly professional experience in real or personal property assessment work, at least two years of which must be supervisory experience of professional staff.
• Connecticut Municipal Assessor II certification or Certified Assessment Evaluator certification may be substituted in lieu of the education provided above.

Physical examination administered by a City physician, a drug and alcohol screening, and a background check are required. Probation of 3–12 months will be served if appointed. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
