The State of Connecticut, Department of Aging and Disability Services (ADS), is seeking to hire a Planning Analyst within the Bureau of Aging (BOA) to fulfill the key role for the State Plan on Aging along with planning, monitoring, and evaluating programs and initiatives for the BOA.

Discover the OpportunityDevelop and write the State Plan on Aging, as required by the federal Older Americans Act;
Monitor State Plan on Aging progress quarterly during the three‑year plan, revising the plan as needed;
Connect data collection and planning efforts for the BOA;
Learn the data system to support BOA staff with the Management Information System (MIS);
Provide back‑up MIS support to staff;
Collect and analyze technical data and conduct statistical analyses using the MIS;
Provide oversight of Area Agency on Aging Area Plan development;
Update and oversee the BOA portion of the Emergency Preparedness Plan/Continuity of Operations Plan (COOP) and coordinate with other agency emergency preparedness plans;
Represent the BOA on planning work groups, including strategic planning;
Develop and implement monitoring, evaluation, and quality assurance processes and tools, including logic models, for programs and grants;
Develop and implement improvement plans for programs;
Seek new grant funding opportunities that meet State Plan goals;
Write grant applications to obtain funding for programs and initiatives;
Write reports, including program narrative and program statistical reports, for the BOA;
Write requests for proposals for projects;
Write program instructions to provide procedural guidance for programs;
Coordinate with and support BOA staff on planning initiatives;
Develop, write, and revise department regulations;
Evaluate grant applications.
The mission of ADS is:
Maximizing opportunities for the independence and well‑being of people with disabilities and older adults in Connecticut. We design our programs, policies, and practices to deliver aging and disability services that meet the changing needs of Connecticut’s citizens, lead on aging and disability issues statewide, coordinate aging and disability programs and services, advocate for the rights of Connecticut residents with disabilities and older adults, and serve as a resource on aging and disability issues at the state level.
The BOA helps older adults get services to live with feelings of security, confidence, and independence. The BOA is responsible for planning, developing, and administering a service delivery system for older persons in Connecticut in their communities.
In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring, and evaluating programs.
Examples of Duties- Plans and develops new programs; monitors and modifies existing plans and programs;
- Acts as liaison with other operating units, agencies and outside officials regarding programs and plans;
- Provides training and consultative services;
- Develops procedures for programs;
- Drafts regulations pertaining to programs and plans;
- Analyzes and evaluates grant applications and requests for proposals;
- Conducts special studies and prepares reports;
- Performs related duties as required.
Knowledge of principles and practices of state and regional planning; federal, state and regional planning and development issues and programs; research methods and techniques; statistical analysis; interpersonal skills; oral and written communication skills; ability to interpret relevant state and federal laws and regulations; utilize computer software.
