The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is recruiting a motivated and experienced leader for its Land and Water Resources Division in Hartford, CT.

• Provide direction to the assistant director and staff, planning and prioritizing division activities
• Build and mentor staff to develop and expand capacity at all levels, focusing on succession planning
• Integrate division objectives with Bureau and Department actions, communicating clearly to stakeholders
• Oversee state’s inland wetlands and floodplain statutes
• Assist municipalities with inland wetlands regulation, flood hazard mitigation planning, and coastal management
• Manage allocation and quality of water resources through non‑consumptive diversion and 401 water quality certification permitting
• Coordinate departmental policy and programs affecting Long Island Sound and related coastal lands and waters
• Undertake long‑range planning for Long Island Sound, including the Blue Plan
• Implement DEEP coastal permit authorities covering tidal wetlands, coastal structures, dredging, coastal water quality, and habitat restoration
• Implement the federal consistency program to review federal activities that may affect state coastal resources
• Administer various funds for research, cleanup, education, public access, seafloor mapping, and habitat restoration; administer and coordinate the Long Island Sound Partnership assistance grant

• Lead the assistant director and six supervisory groups, planning and prioritizing division activities
• Formulate and recommend program goals and objectives to evaluate and implement strategies that improve, preserve, and restore inland and coastal waters and habitats
• Lead and oversee implementation of plans to achieve goals and objectives
• Balance competing priorities to efficiently use resources to meet goals and objectives
• Provide training to develop and expand staff capacity at all levels, focusing on succession planning and integrating diversity, equity, and inclusion principles
• Coordinate with partners such as local governments, state agencies, federal agencies (EPA, NOAA), NGOs, and other constituent groups
• Represent Connecticut on local, state, regional, and national forums with colleagues and stakeholders from other states and the federal government

• Ten (10) years of professional experience in natural resource management, environmental education, conservation law enforcement, pollution prevention, energy or environmental regulation, and related fields
• Two (2) years of that experience must have involved supervisory responsibility for professional and technical staff in energy or environmental protection work, OR one (1) year in a managerial capacity responsible for management, financial or business policies, and budget oversight
• Considerable knowledge of management principles, state and federal laws and regulations, agency policies, and energy or environmental protection principles
• Strong interpersonal, oral and written communication, analytical, organizational, and negotiation skills

• Experience leading scientists and engineers on planning, technical, and regulatory actions
• Experience implementing state and federal water resources and protection laws, including the Inland Wetlands and Watercourse Act, Flood Management Act, Structure, Dredge, and Fill Act, and Tidal Wetlands Act
• Experience with land use planning functions such as the Connecticut Coastal Management Act and municipal roles
• Experience managing stakeholder engagement processes with diverse perspectives
• Experience developing an equitable, diverse, and inclusive workforce and workplace
