The vacancy is in the Department of Health and Human Services and involves responsibility for developing, participating in, and administering the day‑to‑day operations of the Region 3 HIV Prevention program. The incumbent will plan, coordinate, and supervise program operations, participate in budgetary activities, and secure program funds from various sources. The role requires understanding community needs related to the program and responding to those needs.
- Plan, organize, and supervise the work of subordinate staff engaged in public health programs.
- Coordinate, evaluate, and monitor all aspects of the Region 3 HIV Prevention program.
- Participate in the preparation of the budgetary process and monitor program budget and expenditures.
- Write and monitor grant proposals to obtain federal and state grants and maintain active communication with funding sources.
- Prepare reports and summaries for the Department and funding agencies.
- Serve as a representative for the Region 3 HIV Prevention program at health and social service agencies community meetings.
- May serve on committees and task forces on local and state levels for special problems and legislative activities.
- Assign and review work, and appraise performance of subordinates.

Grant‑funded position, renewable per term of contract. The City of Hartford is not obligated to fund this position upon termination of funding.
This is an HMEA position. Working hours are 40 per week and the above salary includes 5% in lieu of overtime.
Knowledge, Skills & AbilitiesThe examination will consist of a rating of training and experience and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position.
Considerable knowledge of:- State and federal laws, policies, rules and regulations related to health care, specifically in the area of assignment.
- Administrative principles, methods, techniques and tools.
- Public health and the impact of environmental, social, economic and political factors on the individual, family, neighborhood and community.
- Community needs and various community facilities and resources available for the treatment and care of the physically and mentally ill.
- Plan, direct and evaluate a public health program.
- Advise and assist patients, colleagues, and health medical personnel in the community with medical and social problems and economic planning.
- Prepare budgets and monitor expenditures, prepare reports, and manage contracts.
- Collect and analyze statistical data related to the program.
- Communicate effectively, orally and in writing.
- Establish and maintain effective working relationships with officials of other departments and individuals and organizations on the local and state levels concerned with health care.
Open to all qualified applicants who meet the following qualifications:
Graduation from a four‑year accredited college or university with major coursework in public administration, public health, or a closely related field and a minimum of 2 years of experience in public health management, health administration planning or administering programs in health or human services or a closely related field.
Wherever possible, an equivalent combination of training and experience deemed sufficient to perform the duties of the position will be considered.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check.
