Environmental Analyst

Introduction

The Connecticut Department of Energy and Environmental Protection (DEEP) is currently recruiting for an Environmental Analyst 2 within the State Dam Program in Hartford.

The Environmental Analyst 2 serves as a program analyst and project coordinator for Connecticut’s State Dams Program. The position is responsible for independently analyzing environmental, regulatory, technical, and programmatic issues associated with the operation, maintenance, inspection, rehabilitation, and removal of state-owned dams and federally assisted flood control facilities. The position develops recommendations, coordinates with state and federal agencies, municipalities, consultants, and stakeholders, and assists with implementation of policies and programs that protect public safety, reduce flood risks, preserve environmental resources, and maintain compliance with state and federal requirements.

This position requires regular and ongoing presence in the field, including frequent travel to active construction sites to oversee work, verify compliance, and support project execution.

• Assist in development of departmental, state‑wide, or local environmental and emergency response plans and programs.
• Research, collect, and analyze resources, data, and educational materials.
• Review and analyze proposed projects for consistency with policies and statutes and assess environmental impact.
• Conduct site investigations.
• Prepare environmental impact statements and recommend corrective actions and alternatives.
• Analyze existing state policies, statutes, plans, and regulatory programs and review pending legislation for environmental impact.
• Coordinate database maintenance and disseminate information.
• Assist in drafting new regulations, statutes, guidelines, and other written materials.
• Assist in formulating policy options; provide technical consultation to local, regional, state, federal officials, and the public.
• Coordinate federal grant‑in‑aid programs and prepare related paperwork.
• Recommend enforcement actions and prepare reports.
• Review and make recommendations on environmental permit requests.
• Prepare publications, guidelines, and educational programs on environmental protection and related issues.
• Serve as legislative liaison and department representative on regulatory and advisory boards and committees as required.

Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

• College training in a scientific or technical discipline related to the environmental field (15 semester hours per year, up to 4 years) may substitute for the general experience.
• A Master’s degree in a related discipline may substitute for 5 years of the general experience. Total education substitutions limited to 5 years.
• One (1) year of experience as an Environmental Analyst 1 may substitute for the general experience for state employees.

• Experience coordinating environmental, water resources, or infrastructure projects.
• Experience interpreting and applying state and federal environmental laws, regulations, and policies.
• Experience managing projects, budgets, contracts, or consultant activities.
• Experience reviewing engineering reports, construction plans, specifications, or environmental studies.
• Experience coordinating with municipalities, federal agencies, consultants, contractors, and stakeholders.
• Experience preparing technical reports, executive summaries, presentations, or policy recommendations.
• Experience communicating technical information to the general public, environmental professionals, and public officials.

• May be required to travel.
• May be required to possess and retain a valid Motor Vehicle Operator’s license.
