Environmental Analyst 3 (35 Hour) (Community Engagement and Education Coordinator

Position Overview

The State of Connecticut, Department of Environmental Protection (DEEP), Office of Equity and Environmental Justice is seeking an Environmental Analyst 3 to support community engagement, education, and outreach initiatives focused on environmental justice, tribal affairs, and diversity, equity, and inclusion.

In the Department of Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

• Lead, direct, and expand community engagement, education, and outreach efforts to inform DEEP program design and policy development.
• Provide strategic leadership in statewide outreach to stakeholders and community organizations that increases programmatic accessibility.
• Develop and implement agency‑wide equity initiatives, including programs that foster employee belonging and accessibility.
• Form and cultivate partnerships with schools, religious institutions, neighborhood groups, and other community organizations to strengthen DEEP’s programmatic impact.
• Lead efforts to provide technical assistance and resolution to community concerns while empowering residents through capacity building and education.

• Distribute, prioritize, assign, and review unit work.
• Provide staff training and assistance.
• Conduct or assist in conducting performance evaluations.
• Act as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures.
• Recommend policies and standards.
• Prepare reports and correspondence.
• Perform related duties as required.
• Conduct specialized planning, research, inventory, environmental quality and natural resource studies.
• Provide technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices.
• Design elements to be included in plans; develop programs and regulations to implement environmental policy.
• Serve as program coordinator; review and analyze proposed legislation or projects for consistency with policies, plans and statutes.
• Design and conduct site investigations; prepare environmental impact statements and recommend corrective actions and alternatives.
• Coordinate permit, monitoring and enforcement activities; review and coordinate grants programs; review and make recommendations regarding permit and registration requests.
• Serve as department representative on various regulatory and advisory boards and committees; prepare informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports.
• Oversee development and preparation of publications and guidelines on environmental protection, natural resource education and other issues.
• Serve as agency program coordinator; monitor and testify at public hearings; serve as a legislative liaison; make recommendations on policies or standards.
• Lead lower‑level staff on assigned projects; perform related duties as required.

• Considerable knowledge of principles and practices in fields relative to environmental protection, environmental and policy analysis, and environmental program planning.
• Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; statistics.
• Considerable interpersonal skills; oral and written communication skills.
• Skills in research and organization.
• Ability to understand and interpret legislation and technical data; utilize computer software.
• Supervisory ability.

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

College training in a scientific or technical discipline related to the environmental field, including…
