Environmental Protection Dispatcher (Second & Third Shift

Position Overview

The Connecticut Department of Energy and Environmental Protection (DEEP) is hiring two Environmental Protection Dispatchers within the Environmental Conservation Police (EnCon) Division of the Bureau of Outdoor Recreation (BOR) in Hartford. Dispatchers operate 24/7 in the Emergency Dispatch Center, providing communication links between DEEP, public safety agencies, and the public.

Second Shift: Thursday through Monday, 3:00 pm – 11:00 pm;
Monday, Tuesday, and Wednesday, 3:30 pm – 11:30 pm.

Third Shift (Weekends):
Friday 11:30 pm – Saturday 7:30 am;
Saturday 11:30 pm – Sunday 7:30 am.

• Operate radio communication equipment and dispatch radio messages.
• Provide a communications link for personnel in the field or agency headquarters.
• Relay information and requests for assistance to appropriate jurisdictions.
• Operate computer equipment and CAD, NCIC, and COLLECT systems.
• Maintain initial incident reports and written records of shift activity.
• Interpret and relay information to field personnel.
• Coordinate with agency units and other public safety agencies.
• Interpret and apply state statutes and regulations pertaining to environmental protection issues.
• Respond to calls from the general public and determine and evaluate emergency or non‑emergency situations, prioritizing and taking appropriate action.
• Prepare reports as required.

Knowledge of communications equipment, state and federal laws related to conservation enforcement, radio communication terminology, and relevant regulations. Skills in interpersonal communication, computer keyboarding, and ability to listen and communicate calmly, effectively, and courteously; speak proper English; function under stress; prioritize multiple issues; exercise discretion with confidential information; follow oral and written instructions; maintain records.

One (1) year of experience in dispatching and operation of communication equipment.

• Experience with CAD, NCIC, and COLLECT systems.
• Experience interpreting and applying conservation enforcement state and federal laws, statutes, regulations, and procedural guidelines.
• Experience managing competing deadlines and adapting to changing priorities.
• Experience extracting information during emergency response communications.
• Experience making independent decisions while evaluating emergency and non‑emergency response situations.

• Must have and maintain certification as a Telecommunicator.
• Must receive certification in NCIC and COLLECT systems within three (3) months of appointment.
• May be required to work a schedule that includes weekends, evenings and holidays.

Applicants must possess normal hearing and vision. Incumbents may be required to work in tiring positions for long periods of time.
