Introduction

The Office of Innovative Partnerships and Planning (IPP) in the Commissioner’s Office at the Department of Energy and Environmental Protection (DEEP) seeks an Environmental Analyst 2 to be a part of the Client Concierge Service as a member of the Concierge Team.

POSITION DETAILS

This is a full-time, 35 hour per week, hybrid, Monday-Friday position.

The Concierge Team provides critical support to DEEP’s state and federal statutory and regulatory permitting requirements across the Environmental Quality Branch, including Air, Water, Materials Management, and Land Resources—as well as the Environmental Conservation and Energy Branches. This team plays an essential role in improving the predictability, efficiency, and transparency of DEEP’s regulatory processes, helping ensure that businesses can grow and thrive while meeting environmental standards and protecting public health and natural resources.

Concierge Team Members serve as DEEP’s central point‑of‑contact for high‑visibility and complex projects, supporting applicants as they navigate environmental permitting processes in a timely and coordinated manner. The role involves tracking project timelines and permit status, providing project management and coordination within DEEP and between DEEP and other state and federal agencies, and contributing to the agency’s strategic planning, process improvements, and innovation initiatives.

This position also supports DEEP’s Permit Assistance function through participation in pre‑application permit meetings, gathering data for legislative reporting, and helping standardize permit applications and operating procedures. In addition, the Concierge Team contributes to broader agency planning and program development by conducting stakeholder engagement processes and supporting the integration and implementation of permitting and program processes across DEEP’s three branches. Concierge projects span a wide range of priority areas, including critical economic development, complex infrastructure projects, renewable energy development, and municipal initiatives.

DUTIES
  • Permit Assistance, including serving as a member of the Client Concierge Service Team conducting project management of high visibility, complex, multi-permit projects; liaising with other federal, state, and local governments; coordinating multi-program pre-application meetings; and coordinating permit transfers.
  • Stakeholder Engagement, including participation in STEPS (Sustainable, Transparent, Efficient, Practices) for Solar Development, Innovation Fairs, and other public presentations.
  • Supporting Agency-wide Information Technology initiatives, including electronic permitting, geographic information systems, use of permitting management system, and web content management.
  • Supporting central office functions, including producing permitting and enforcement and compliance metrics and reporting to the legislature and EPA.
  • Assistance with broader agency planning, including development of process improvement strategies and performance measures and standardization of permitting, enforcement, and compliance assurance policies, practices, and tools.
  • Perform related duties as required.
