Grants And Contracts Specialist; Hybrid

The Connecticut Department of Mental Health and Addiction Services seeks a Grants And Contracts Specialist for the Office of the Commissioner in Hartford. The role involves planning, implementing, and managing complex grant programs, including preparing grant proposals, monitoring grant funds, evaluating program proposals, and coordinating with federal, state, and community agencies. The position requires seven years of experience in grant program planning, implementation, or management at the community, state, or federal level, with opportunities for college training or advanced degrees to substitute for experience.

• Seven (7) years of experience in planning, implementation and/or management of grant programs
• Considerable knowledge of grant preparation, administration, and program evaluation and monitoring
• Experience preparing and administering contracts, including drafting, reviewing, and interpreting contract language
• Knowledge of research methods, budget preparation and monitoring, and computer software utilization
• Experience with Microsoft Office Suite, financial systems such as STARS, and fiscal processes including budgeting and accounts payable/receivable
• Ability to communicate financially complex information with internal and external stakeholders
