Position Overview
Health Program Associate for the Practitioner Licensing and Investigations Section (PLIS) within the Health Care Quality & Safety Branch, State of Connecticut Department of Public Health. The role supports the implementation of interstate licensure compacts and related public health initiatives.
Key Responsibilities- Support DPH’s implementation of interstate licensure compacts (e.g., Interstate Medical Licensure Compact, Nurse Licensure Compact, EMS Compact, Psychology Interjurisdictional Compact, Physician Assistant Compact).
- Manage letters of qualification for physician compacts and assist technicians with complete compact applications.
- Promote and encourage enrollment in compacts, including outreach to rural facilities and out‑of‑state hiring opportunities.
- Review background checks, verify credentials, issue qualification letters, and ensure timely compliance with compact requirements.
- Serve as subject‑matter expert on compact rules and requirements for DPH staff and stakeholders.
- Attend national compact meetings and represent the agency when required.
- Strong understanding of public health agency objectives and preventive medicine strategies.
- Proficiency in research and evaluation design methodologies.
- Excellent oral and written communication skills.
- Ability to plan, organize, and manage complex technical programs.
- Analytical skills to evaluate data and inform program decisions.
- Leadership capabilities to train and guide staff.
- Seven (7) years of professional experience in a health organization.
- At least one (1) year of hands‑on experience in health care program administration, a health systems agency, or a similar health care organization in any of the following areas: grant writing or monitoring; formal program planning, development, management, or evaluation; program consultation; or public relations activities.
- For state employees: equivalent experience to a Health Program Assistant 2 level.
- Experience with occupational or other licensure and regulation.
- Experience interpreting and applying statutes or rules in a regulatory setting.
- Experience providing technical assistance and training to staff related to program implementation.
- Experience in public speaking and public relations.
- Experience representing the State of Connecticut or another entity as a member of an advisory body.
Incumbents may be required to travel.
