Job Summary

Director of Legislation, Regulations and Communications – Certificate of Need Program for the State of Connecticut Department of Public Health. The senior leader manages the state’s Certificate of Need (CON) Program, implements new statutory framework, and reports to the Deputy Commissioner of Public Health.

Key Responsibilities
  • Program transformation: oversee transition of CON Program into DPH, maintain current review process, develop action plan for statutory changes effective July 1, 2027.
  • Stakeholder engagement: primary contact for healthcare providers seeking CON approvals, conduct outreach and educational programs.
  • Data analysis and reporting: analyze data on healthcare service demand, utilization, and trends; prepare and present performance reports to state officials.
  • Regulatory compliance: ensure program adheres to state statute, regulations, and guidelines; monitor changes in healthcare laws.
  • Collaboration:

    coordinate with other state agencies, healthcare organizations, and community groups; facilitate inter‑agency cooperation on access, quality, and cost issues.
  • Program administration and management: manage day‑to‑day operations, application processing, review, approval; develop policies and procedures; lead a professional staff of 6–8 people.
Preferred Qualifications
  • Experience in organizational strategy and personnel management with reports made directly to a C‑level executive, Commissioner, Deputy Commissioner, Governor’s Office staff, or equivalent.
  • Experience leading the creation and launch of a new office, division, or major initiative, including building the team, establishing operational processes, and developing performance and accountability systems.
  • Experience leading complex initiatives requiring coordination among government entities and healthcare sector stakeholders.
  • Experience working with Certificate of Needs Programs, including issues related to healthcare quality, equity, affordability, and access.
  • Experience working within or closely with government bodies, understanding public funding, regulatory frameworks, and legislative environments.
