Introduction
The State of Connecticut, Department of Administrative Services (DAS) Human Resources (HR), is recruiting for one (1) Human Resources Generalist 2 position to join the Human Resources Unit within the DAS Small Agency Resource Team (SmART) in Hartford, CT. This position is open to current State of Connecticut employees.

- First shift hours, 8:00 am to 4:30 pm
- Hybrid schedule – combination of in‑office and telework, in accordance with the Telework Policy.
As a Human Resources Generalist 2, you will be accountable for providing agency human resources support to an assigned SmART Agency and/or DAS Divisions, including but not limited to recruitment, new employee onboarding, and general state HR administration. Your impact is crucial to the Human Resources function as you will participate in programs that directly impact the health, safety, and wellbeing of the agency’s workforce.
Key Responsibilities- Manage various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection, and onboarding hires.
- Conduct agency‑specific human resources work dedicated to the hiring and onboarding of new employees, and the confirmation and tracking of required education or licensure.
- Advise agency staff on human resources policies and procedures, proper organizational structure, use of appropriate job classifications, and talent needs, including advising on the availability and expiration of eligible lists.
- Partner with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs.
- Make recommendations regarding agency classification, position management transactions, and ensure proper organizational structure.
- Ensure compliance with applicable state and federal laws, regulations, policies, and procedures.
- Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation.
- Upon approval, facilitate human resource transactions, including promotions, demotions, and transfers.
- Communicate with agency managers, bargaining unit representatives, and other interested parties to ensure cooperative relationships.
- Maintain human resource information systems within the assigned agency.
- Perform research in support of reclassification grievances, business rules questions, policy and legislative changes, training initiatives and other human resources initiatives and projects.
- Utilize time management and organizational skills while managing multiple priorities to meet competing deadlines.
- Achieve results in a fast‑paced, high‑volume environment.
- Think creatively to problem‑solve, take initiative to complete tasks, and generate new ideas to streamline human resource processes.
- Work independently and as part of a team.
- Develop and maintain working relationships with Human Resources Business Partners and DAS Human Resources teams.
- Additional duties as assigned.
