The State of Connecticut Department of Administrative Services (DAS) invites current State of CT employees to apply for an anticipated

Human Resources Generalist 2opening within the HR Services Unit at the Connecticut Technical Education and Career System (CTECS).

THE ROLE

The Human Resources Generalist 2 will report to the HR Generalist 3 assigned to the HR Services Unit. The selected candidate will also assist the recruitment unit with recruitments as needed. The selected candidate will be accountable for providing onsite agency support, including but not limited to, maintaining the Human Resources Information System, reporting and data analysis, performing audits, employee relations, new employee onboarding, and general state human resources administration.

THE OPPORTUNITY TO
  • Maintain all human resources records and transactions for employees within the Human Resources Information System (CORE-CT), including but not limited to, processing positions, new hires, reclassifications, seniority, and salary adjustments;
  • Partner with and advise agency managers and staff on human resources policies;
  • Use human resources metrics and analytics to make business decisions;
  • Assist the HR Services Supervisor with initiatives and implementation of new processes to continue improving efficiencies and effectiveness of service;
  • Collaborate with dedicated Human Resource teams and employees in specialty administrative areas such as leaves, benefits, workers' compensation, and labor relations, enabling you to coordinate the end-to-end HR solutions to meet any operational challenge;
  • Assist the HR Recruitment Unit with administering the recruitment process utilizing Job Aps, including clearing mandatory lists, interviewing, selection, and on-boarding hires.

POSITION HIGHLIGHTS
  • Monday - Friday
  • Full-time (40 hours per week)
  • First shift
  • Located primarily at Central office (39 Woodland Street, Hartford), with occasional statewide travel to other school locations
  • Once training is successfully completed, a hybrid schedule (combination of in-office and telework) will be available based on business needs, in accordance with the Telework Policy.
PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is deployed at an agency and is accountable for independently performing a full range of human resources duties as an agency business partner.

In a state agency outside of the State's centralized Human Resources structure this class will be accountable for independently performing a full range of human resources and other related duties.

EXAMPLES OF DUTIES
  • Advises agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.;
