Proficiency in project management tools such as , Microsoft Project, Power BI, or equivalent systems.
Exceptional communication and stakeholder engagement skills, including the ability to translate technical concepts for non-technical audiences.
PMP or equivalent credential Advanced degree in Public Administration, Health Informatics, or related field
Job DescriptionWe are looking for an IT Project/Product Manager to join a state agency on a hybrid basis in Hartford, CT. The Data Modernization Initiative (DMI) IT Project/Product Manager (DPM) is responsible for leading and coordinating the portfolio of projects that advance the agency's Health Data Modernization Initiative. This role provides project management oversight for major enterprise modernization efforts and related initiatives that enhance data integration, interoperability, and analytics capacity across the agency.
This person works closely with the central Project Management Office (PMO) to ensure alignment with enterprise project management standards, governance frameworks, templates, and reporting practices, while also developing DMI-specific tools, dashboards, and governance structures to support modernization goals. Responsibilities include managing project planning, execution, tracking, and reporting for DMI-funded initiatives; monitoring budgets, timelines, risks, and interdependencies; supporting EPHT grant compliance and reporting;
and facilitating portfolio-level communications with executive leadership, the central PMO, and federal grant partners. The role collaborates with data owners, technical leads, and program managers to promote cross-system interoperability, transparency, and alignment with statewide digital transformation priorities, while providing guidance, technical assistance, and training on project management practices within the DMI team.
