Fiscal/Administrative Manager 1
Location:
Hartford, CT | Salary: $106,755 - $145,565 per year
The State of Connecticut, Department of Children and Families (DCF) seeks a current state employee to fill a Fiscal Administrative Manager 1 position in its Central Office Business Unit, Hartford, CT.
Position Highlights- Office located at 505 Hudson Street, Hartford.
- Full‑time, 40 hours per week, Monday‑Friday with flexible hours.
- Lead the Business Office needs of DCF units:
Central Office, Solnit North, Solnit South, Wilderness School, and Fourteen Area Offices. - Supervise a team in the Central Office Business Unit consisting of three Fiscal Administrative Supervisors, nine Fiscal Administrative Officers, four Fiscal Administrative Assistants, one Material Storage Supervisor and one Storekeeper.
- Schedule, assign, oversee and review the work of staff.
- Provide staff training, assistance and performance evaluations.
- Determine priorities, plan unit work, establish and maintain procedures.
- Develop or recommend policies and standards; interpret and administer applicable laws.
- Act as liaison with other units, agencies and outside officials concerning unit policies.
- Coordinate fiscal functions including budget preparation and management, accounting, financial reporting, and analysis.
- Assist in planning and implementation of financial aspects of EDP systems and utilize EDP systems for financial records and analyses.
- Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
- Supervise and coordinate administrative functions such as grant administration, payroll, purchasing, contract administration.
- Ensure conformance with standards of TJC, OSHA, EPA and other regulatory agencies when required.
- Perform related duties as required.
- Formulate policies and procedures related to state agency procurement, programmatic and fiscal management of health and human services purchase of service contracts and personnel agreements.
- Design, develop and implement statewide standards, goals and objectives for contracting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures.
- Provide direction and guidance to state agency fiscal/administrative staff in contracting.
- Review budgetary impact of privatization contracts and required budget adjustments with state contracting agencies.
- Work with contract staff to implement State Contracting Standards Board requirements.
- Research, interpret and administer pertinent laws and regulations.
- Perform related duties as required.
Skills and Abilities
- Extensive knowledge of public administration principles, governmental budget management and accounting.
- Understanding of payroll, purchasing, grant administration and contract administration procedures.
- Strong interpersonal, oral and written communication skills.
- Ability to understand and apply state and federal laws, statutes and regulations.
- Ability to prepare and analyze financial and statistical reports.
- Analytical skills for budgetary and related problems.
- Proficiency in utilizing EDP systems for financial management.
- At least nine (9) years of experience in fiscal/administrative functions (accounting, budget management, grants, payroll, purchasing) with at least one year in an accounting function.
- One (1) year of that general experience must include supervising professional level staff.
- College training may substitute for general experience, at fifteen (15) semester hours equaling ½ year, up to 4 years for a bachelor's degree.
- A master's degree in public administration, business administration or accounting may substitute for one additional year of general experience.
- Experience with CORE‑CT modules, Purchasing, Accounts Receivable, Asset Management, General Ledger, Commitment Control, Trial Balances, EPM and STAR Reports.
- Experience with state statutes, regulations, policies and procedures.
- Experience with DAS Procurement and Contract Standards and Policies.
- Experience with DAS Purchasing Card Program Procedures and Reconciliation.
- Experience with Microsoft Excel using complex formulas, pivot tables, calculations, linkage and data manipulation.
