The State of Connecticut Department of Mental Health and Addiction Services (DMHAS) is seeking a highly skilled Fiscal Administrative Manager 1 to join the Capitol Region Mental Health Center (CRMHC) in Hartford, CT. In this pivotal role, you will oversee fiscal and administrative operations, ensuring compliance, efficiency, and strategic resource management that supports behavioral health services across the region.

Key Responsibilities
  • Prepare the annual B‑1 Budget and monthly CFSRs; analyze operational expense reports to prevent deficits.
  • Oversee fiscal operations including purchasing, bill payments, account reconciliation, and process improvement.
  • Review fiscal procedures for compliance with state auditors, accounting standards, and agency policies.
  • Author and update policies related to Life Safety and fiscal concerns.
  • Interview, hire, and evaluate staff while fostering a collaborative work environment.
  • Act as liaison with OOC Fiscal, vendors, contractors, and co-located facilities.
  • Utilize state‑approved EDP systems and advanced Excel for reporting and analysis.
  • Oversee building and grounds improvement projects and ensure compliance with Joint Commission standards.
Purpose of Job Class (Nature of Work)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

Examples of Duties

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; interprets and administers pertinent laws; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis;

assists in planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial records, reports and analyses; prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration; may supervise support services; ensures conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies;

performs related duties as required.

Knowledge, Skill and Ability

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; to prepare and analyze financial and statistical reports;

ability to analyze budgetary and related problems; utilize EDP systems for financial management.

Minimum Qualifications – General Experience

Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function.
