ResponsibilitiesThe Role:
The position will be responsible for formulating and executing strategic goals for the finance and accounting unit. This includes oversight of operations involving state appropriations, federal grants, and private/restricted funding sources. The successful candidate will lead and manage staff, drive operational efficiency, and ensure the integrity of financial programs and reporting.
The Mission of the Department of Public Health (DPH) is to protect and improve the health and safety of the people of Connecticut by assuring the conditions in which people can be healthy, preventing disease, injury, and disability, and promoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state.
DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.
- MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached. - MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been supervising professional level staff. - NOTE
:
For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor. - MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. - A Master’s degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
Salary: $106,755 - $145,565/year (
* New State employees start at minimum)

SCHEDULE:
Full-Time, First Shift, 40 hours per week with a typical Monday - Friday schedule. Some opportunity for partial telework and flexible/alternate schedules may be available.
