Introduction

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a mission-driven and experienced individual to lead as the Chief Executive Officer (Mental Health Superintendent
1) of Capitol Region Mental Health Center (CRMHC), a state operated Local Mental Health Authority (LMHA).

This role is responsible for the executive management of direct service programs within the Greater Hartford area.

This CEO will guide CRMHC's clinical and administrative operations, foster a culture of recovery and wellness, and ensure the delivery of high-quality, patient-centered care.

The ideal candidate will have experience leading complex behavioral health programs, along with demonstrated strengths in financial stewardship, quality improvement, and workforce development.

CRMHC is a community based mental health center operated by DMHAS, providing a broad range of innovative clinical and community support services to individuals with psychiatric disabilities, often with co-occurring substance use disorders.

CRMHC serves more than 1,800 clients annually and operates with a unionized staff of over 200.

Services include a sixteen bed hospital level of care, Mobile Crisis, Assertive Community Team, Young Adult Services, Forensics and Jail Diversion, Deaf & Hard of Hearing, Peer Supports, Community Supports and Behavioral Home Health.

Additionally, CRMHC has ties to 18 affiliate organizations serving approximately 3,000 clients, as well as memorandums of understanding with the City of Hartford and UConn.

• Lead and Supervise:
  Provide oversight and guidance of Capitol Region Mental Health Center, as well as the clinical and administrative leadership team.
• Monitor facility service utilization data to confirm compliance with required standards and timely expectations of services to be delivered, develop and adhere to productivity expectations of all services.
• Ensure Quality Care:
  Ensure that the Greater Hartford area population and DMHAS target populations receive appropriate and effective services. Develop and secure development and compliance of systemic performance standards.
• Implement Policy & Standards:
  Put Agency program, policies and mission into practice within the Network. Facilitate the development of performance standards for private non-profit agencies and monitor service utilization data to confirm compliance with required standards.

  Build and maintain strong partnerships across areas and engage with local advisory groups, behavioral health organizations, advocacy groups, and consumer action teams.
• Manage Operations:
  Oversee compliance with bargaining unit contracts. Prepare annual operating plan and ensure efficient and effective operations to maintain fidelity to the Network’s budget, timeliness of services rendered, adherence to mission centric community expectations.
• Workforce Planning:
  Lead workforce strategies that prioritize client and family involvement in service delivery and decision‑making, developing clinically trained staffing, effective and efficient strategies for productivity measures, create team decision‑making for sound clinical outcomes.
